DRAWER F 72701 (5011 521-7700 PARKS & RECREATION ADVISORY BOARD April 7, 1980 - 1:30 p.m. Present: Lashley, Waite, Knight, Brinner, Reagan, Ryan, and Clark Larry Wood, Northwest Arkansas Regional Planning Commission, spoke about "Greenspace Ordinance". The Planning Commission worked on this early in 1978, but decided against it, feeling it would increase housing costs by $50 - $90 per lot. He advised that (1) City give parks some of increased millage coming out of revised constitution (if it passes), (2) City pro- pose bond issue for park financing, or (3) allocate part of payment in lieu of taxes out of Act 9 bond issue. Lashley questioned this approach, saying our problem is land for parks, not financing. He then read aloud present ordinance. Larry suggested we get current plats from Planning Commission and proceed using present ordinance; within six months, we can purchase park sites from developers at market prices, taking one year to pay. Parks & Recreation could pick "our land, Planning Commission would have jurisdiction, utilizing North- west Arkansas Regional Planning Commission's study. David suggests we review each plat, decide on a park site, move forward to Planning Comm. Bill Waite suggests we bypass Planning Commission and offer ordinance for Greenspace to City Board of Directors. David asked for a copy of the ordinance that did not pass and also Planning Commission resolution. Brinner spoke about poor condition of city pool, giving a great deal of background. He gave specs for any new pool, measurements (50 meters long 25 yards wide), bathhouses, end of season, heating of water - per- haps solar - handling of increased traffic, security, diving area, kiddie pool, exposure of pipes for repair. Dale said environmentalists are ob- jecting to draining present pool into drainage ditch. Questions from audience from 4th year students of Dr. Cal Taylor's Arch- itecture and Landscape class: Can pool be consturcted for year-round? Will we use same area? These students will be working on the plans for a new pool as a project. Dr. Taylor suggested using pool for ice skating rink in the winter. One young man asked how we pay for pool maintenance. 'Dale responded that entrance fees and concession revenues about take are of it. Dr. Taylor questioned the amount of CD funds Parks & Recreation received. David spoke about limitations attached to Federal funds. George spoke about public support for Parks & Recreation exemplified by 1977 Bond Election. Student asked for time frame from completion of de- sign to completion of pool. Bill said 3-5 years. Student asked if we want three separate areas for swimming, diving, and kiddies - answer Yes. Question: Waht is capacity load for pool? 300 at a time, mostly children. • (Minutes of Parks Board cont.) whose parents drop them off. Are there good maps of parks? No. Students referred to Planning Office for their maps. Dale mentioned annual outdoor concert of North Arkansas Symphony in Wilson Park. George adv ed --keeping adequate open space. Question: How much would a pool cost?'',_$250,004 from Dale - this would provide a "no frills" facility. Waite clarifieac process by which City projects proceed. Dr. Taylor summed up - will return after some progress is made. The minutes of the March 3rd meeting were approved as written. David commented on Grapevine, March 5th article by Michael Barr, saying we had got more than our share of CD 1980 funds. David spoke about Square Park. Does Parks and Recreation Advisory Board have jurisdiction over maintenance of this park? Dale says Wally Brt will empty trash barrels from now on. These trash containers are expensive and have been vanishing. Dale says trees and planters on perimeter of Square are included in the Square Park. Dale recommends that the Parks Department replace missing trash cans. David says we are responsible for everything but flowers. Dale says he talked in November in budget talks about Parks and Recreation hiring a horticulturalist and taking over care of Square Park. Waite said such a person should not have to concentrate solely on this small park. Dale reported on Lake Wilson: trash covered, dirt on spillway, area seeded, FFA from Fayetteville High School has'cut a lot of wood that Saratt cut, and sone at water's edge. Closing of valve in dam was an adventure requiring --three trips so .far and it is not yet accomplished. David spoke of annual boar' tour of parks. Dale reports tennis court lights at Wilson Park are installed and working well. Dale: bids for fence at the north pavillion at Lake Fayetteville are out. Bids for lights and fence for the new ballfield at Lake Fayetteville are out. Also Fayetteville Plumbing & Heating are at work repairing City Pool. Bill Kisor gave an estimate of $800. Tom questions need to Plexipave City tennis courts. Dale reported two brand new tennis nets were stolen from Walker Courts. George reports on Asbell - crowded, haphazard parking conditions, conflicts in the use of soccer and girls softball fields. No survey made for proposed parking. George has two volunteers to help lay out softball field - waiting on CD money. Dale recommends moving proposed field from west to east to ease parking conditions. We need immediate incresase in parking on east side of Asbell. Any improvements in southeast area requires a lot of dirt work. Consensus is to leave new softball field on east end. Enormous problem of vehicles driving on fields, especially damp fields. E. Reagan
