PARKS & RECREATION ADVISORY BOARD
March 3, 1980 - 1:30 p.m.
Present: Lashley, Reagan, Ryan, Waite,.Brinner, Clark, Whitter, and Knight
The minutes of the last meeting were approved.
A report was given by Frank Williams on the Environmental Sculpture Garden
in Wilson Park. Janice has assured Frank that Arkansas Arts Council will
fund through April. If the weather holds, the project can be completed by
then.
Dale asked if the plaque for identification will be included. Frank said
AAC has been funding this. A plain sign to clarify what is going on is in
progress at the City Shop.
The Board acknowledged acceptance of an additional piece of land (.21 acres)
to Sweetbriar Park from Al Eason and Jerry Sweetser.
Dale clarified a problem in regard to turnarounds in Wilson Park - the initial
allotment from General Obligation Bonds was $21,500. Tomlinson's original
bid in February, 1979, was $11,707.25. We increased the scope and cost of
the project to'$20,125.47, but have no record of it. A motion was made by
George to accept the increase in the project and it was seconded by Ryan.
Unanimously approved.
Lashley asked for an update on park signs. Dale has specs, but needs some
clarification before the purchase order can be issued. Reagan and Clark
will handle.
Lashley suggests we close the valve at Lake Wilson for a test period. Dale
will go out soon - go out to the tower in a canoe and shut the valve. Brinner
says trash on the north side of the dam is largely covered. Dale will monitor
every few days. The Board will inspect when the water reaches the spillway.
Clark will keep us posted.
Clark reports the lights are installed at the tennis courts at Wilson Park.
Dale is reinforcing the money boxes right now. David asked if vandalized
money boxes would put lights out of order? The answer is yes. The rate
will be 24 minutes for 25.
George met February 5th with the City Board. We got $55,000 from CD necessary
for application to HC&R. Also, we were gifted $20,000 for parking and general

ADDITION TO MARCH MINUTES
Clark says we probably will have Kinsey surface Wilson Park tennis courts with
Plexipave.
Clark asked the Board's opinion on work on the city pool. Consensus seems to be
for Fayetteville Plumbing, a local firm that can be available after the work is
done. Shower improvements are included here.
A motion by George that this board recommend to the City Board to waive bidding
on a general budget item for repairs on the city pool and that work be done by
Fayetteville Plumbing with proposed completion date of May 1st. It was seconded
by Waite. Passed unanimously.
Lashley asked Brinner and Waite to get engineering help from the University of
Arkansas to lay our additional ball field at Asbell. Dale says this need is
urgent. George assures action.
Reagan says the Greenspace Ordinance stuck. Reagan and Lashley will work up
a presentation for the next meeting, perhaps asking Larry Wood for his expertise.
Ryan reports: (.1) basketball goals are all repaired, (2) Mr. Grimes appointed
Everett Baker's widow (under Water Department) to take his position at the Lake
Fayetteville boat dock. Lashley feels we need to have a person overseeing the
entire park, under the Parks Department, in the future.

thetic to current parks needs. CD funds will be available June, 1980.
�,t��\ Dale says the new softball field at Lake Fayetteville will have all dirt work
`IS ' done by the Street Department ($20,000). Lighting requirements were taken to
Jeff Koning at Upchurch. Dale has specs on fence. . EDC is July 1st. Bids
need to be advertised.
Lashley said the new field at Asbell is not laid out. It needs action - he
says the ball fields are critical right now.

ADDENDUM TO MINUTES
March 3, 1980 - 1:30 p.m.
Ed Schweitzer, U of A teacher in landscape architecture, presented an analysis of
thedevelopment plan for Greathouse Park. Dale said we will make application
to Levi -Strauss for from $30-50,000 and they require their community involvement

Student Kirby Stallings and Robert Tucker recommend master plan:
1) New and more evident signs
2) Clear growth around entrance area
3) Children's play area, tot lot, restroom to east
4) Pedestrian/jogging trail around perimeter
5) Move softball area slightly east
6) Open area west of softball with buffer of trees and plants
7) Basketball court in southwest corner
8) Wooden bridge over gap that erosion will create
9) Pedestrian access from South Duncan Street
