DRAWER F 72701 [5011 521-7700 PARKS & RECREATION ADVISORY BOARD February 4, 1980 - 1:30 p.m. Present: Lashley, Brinner, Waite, Reagan, (Clark, McWethy) Widder, Knight, Ryan. - McWethy stated the City filed suit against Roger Seratt today. Also, the City is to take final action on the Community Development Block Grant program tomorrow night. In satisfying HORS for closing pavillions, the Fayetteville School Board added just under three acres from the Flynn Estate to No Name Park on Highway 45 and David says this should close the matter forever. Board members introduced themselves to people of the press. Rick Briggs from Northwest Arkansas Times, Mark Reines from Rogers Morning News. Lashley reported on 1980 CD problem. He appeared before City Board and found members had not understood our problem (needing $55,000 to get $200,000 HCRS grant) but were sympathetic. George will appear February 5th to .plead- out -cause. __ t •Lashley and Dale met about 1981 CD - we. should be ready with a proposal by October or November. Dale said a City Board member wishes us to add Asbell requests to 1980, but we are running out of time. Lashley suggests we be judicious and put off Asbell requests until 1981. Lashley reported Don Hunnicut (Heckathorn Const.) checked on parking at Asbell - 24 spaces $7,000. Dale asked City Street Dept. and their figure was $12,000. Undecided about covering ditch and going out to street. Parking estimate $20,000. - Lashley spoke on needs of Asbell gyro: siding, floor, inside paneling. Estimates at 550,000. David proposes we keep these figures in mind for 1981 CD. Dale stated that a foyer is needed for office and weather buffer, that bath- rooms need replacement, that there is a problem with floors sweating. Lashley suggested that we hold with our original 5129,000 for 1981 CD with option to shuffle priorities. Lashley met with Grimes on budget. Budget will be adopted tomorrow night: YC $24,650, Downtown Park $3,000, Adult Center $10,465, EOA joins proposal. not funded. • (Minutes of Parks Board cont. -2) Signs: Tom says sign for "Environmental Sculpture Garden" is designed and given to Perry Franklin for execution.. Signs for Lake Fayetteville are to be put up by the State Highway Department - white letters on brown. Dale says HCRS demands an insignia be put on all trade -out property (on problem of closing pavillions). Reagan will meet with Romey about new park signs. Lashley discussed our bond project finances. We have unallocated 548,050.97. ,David's figures are $214.00 under figures at City Finance Director's office, which is very close. Clark spoke about Babe Ruth project - the allocation is $25,000 and all will be needed for planned projects. George reported tennis court lights at Wilson Park are not in place - check with Shenandoah Electric. New lights at Lake Fayetteville - Dale says meter had been vandalized. Only four out of six lights work. George spoke about making City pool operational for this next year. Bottom of pool is deteriorating (Spalding), copper pipe‘ leaking, some work is needed on showers. 510,000 in G.O. City budget for this purpose. George recommends that we bypass bids, get a recommendation together by our next meeting covering all these needs. George, as chairman of Parks Development Subcommittee, asked that we work to set priorities over five or 10 years. He referred to the need for a new pool. George reported on second field at Lake Fayetteville - leveling done, engineering done. Dale recommends we bid lights, dugouts, and fence separately. $10,000 additional funding needed. Dale hesitates to write specs, maybe could use specs for the first field at Lake Fayetteville (by McClelland), get help modifying them. Bill Waite volunteered to help, also Tom. George moved that $10,000 be allocated out of G.O. Bond funds to supplement $20,000 for ballfield at Lake Fayetteville, seconded by Waite - carried unanimously. Dale reported two tables, one grill in place at Routh Park. Needs $300 for chat for parking area. George - Asbell softball field high priority; should be completed by May 15. Dale says two new courts at Wilson Park need Plexipave surfacing - figure $3,000. George - basketball goals in new fenced area at Root are getting a great deal of play. Recommends we consider putting goals in available places. Do we need to work out system with the schools for maintaining basketball goals on school sites? Ryan offered to meet with Mr. Vandergriff. Motion by Ryan, seconded by Brinner, to take $1,700 from Routh appropriation and apply it to $3,000 to surface courts at Wilson with Plexipave. Balance to come from contingency G.O. Bond funds. • Tom presented detailed report on condition of City pool. Many crucial needs such as toilet paper containers, repair fence, new benches in dressing rooms, • • (Minutes of Parks Board cont. -3) provide showers that shut off automatically, new ropes and buoys. Lashley says pool is very high priority, recommends Dale do what is necessary to put it in working order for this season. Tom met with Frank Williams about wall around project. North wall most crucial and Dale will oversee construction. Dale borrowed scaffolding for Frank for two months only from schools. Lake Wilson: Dale says Mr. Grimes has had dozers working covering trash at dam. Problem with valve to close dam not working. Rex George with Water Dept. says dam has leaked off and on for years. Tom feels Lake Wilson development should be low priority. Lashley: letter from Wayne Morgan, EGA, suggesting study aimed at funneling low income children into Youth Center programs. Rodney asks that Dale write a job description in case funding for the joint person does happen. Lashley: recommends Ryan as Recreation u Personnel chairman be in touch with Dale's people. Reagan: Liz Williams doing a student project in landscape architecture at UofA on Lake Sequoyah. Will bring finished project before our board. Knight wants projects this summer for publicity, i.e. fishing contests. E. Reagan • FAYI•ITEVILLE PARKS AND RI•:C.IA•I•ION ADVISORY BUAKI) February 4, 19811 Meeting • TO: David Lashley FROM: Tom Brinner SUBJECT: City Pool As you are doubtless aware the city pool in Wilson Park had to be closed in early August last summer because it leaked so badly. To my knowledge no work has been done on the pool since that time and the 1980 summer swimming program is presently in jeopardy. The entire situation is complicated by the fact that the pool facility is old and decrepit and badly needs major repairs. This situation is not new as attested by the attached memo by the City Engineer dated 1966. His judgement at that time was that the pool should be replaced in the next few years. It therefore appears that continuity of the swimming program re- quires both short-term and long-term solutions, i.e. repairs to the old pool until a new one can be built. Obviously if the present pool is to be replaced the cost of repairs to it should be kept at a minimum. Consequently some of the items pertaining to pool repair and utilization for this summer are listed below in what I consider a decreasing order of priority. • • • • 1. Stop major leaks with hydraulic cement or caulk. 2. Paintentire pool with waterproof (rubber based) paint. 3. Purchase necessary chemicals (soda ash) 4. Purchase new vacuum hose and repair vacuum equipment. 5. Fix fence. 6. Purchase new ropes and buoys. 7. Install toilet -roll containers. 8. Equip showers with automatic turn-off valves. (showers often run incessantly) 9. Benches These items are over and above the normally required annual maintenance of most of the fixtures. It should also be stressed that the hiring of a good crew of lifeguards is essential to safety, good daily maintenance, and reduced vandalism. With regard to ultimate replacement with a new, modern and more reliable pool I have taken the liberty of contacting Professor Cal Taylor of the Landscape Architecture department at the University and he has graciously consented to use the planning of a new pool and other facilities in Wilson Park as a project for his students, as detailed in the attached memo. Hopefully the plans prepared by the students will be useful to the Park and Recreation Board and the city, not only toward the planning of a new pool but for suggestions as to how the park can be made more beautiful and enjoyable. Jones Administrative Assistant City of Fayetteville Fayetteville, Arkansas Dear Mr. Jones: I have given considerable study to the proper method of repairing the floor to the City Park Swimming Pool, keeping in mind the possibility of the present pool being replaced with a new modern pool within a few years, and would recommend the following work be done: 1. All loose surface materials in present pool floor be removed and the floor thoroughly scrubbed. 2. A new concrete floor 4 inches thick be poured over the present floor, using a 1/2 inch expansion joint around the perimeter of the floor and three transverse 1/2 inch expansion joints across the floor. Concrete for the new floor to be extra strength. 3. After the concrete is poured and thoroughly cured and the walls of the pool cleaned, that the floor be covered with two coats of white pool paint and the side walls painted with one coat of white. There are other methods of repairing the pool with use of epoxy cements, etc., but these are very expensive, and it is my opinion that, in view of the possibility of abandoning the present pool in favor of a modern one, it would be wise to not expend too much on the existing one. • • • • Mr. Albert J. A. year Coordinator Re: Possible ARCH/LARC project - Spring, I have been contacted by a member of the Fayetteville Parks & Recreation Board regarding the design of a new swimming pool for Wilson Park. Tota Brinner,; Park Commissioner, (Elec. Eng. Dept. - U. of A.) and I walked through Wilson Park and discussed possible student services which would include a new pool complex. by suggestions were as follows: 1. The 4th year L. A. studio undertake the proble:r in the 2nd half of the Spring Semester subject to adequate base and/or topo Yaps being furnished by the City of Fayetteville. 2. The L. A. studio would evaluate Wilson Park in its entirety with elaboration on possible alternative locations for a new pool and evaluate the assets and liabilities of the location with respect to other existing or proposed recreational functions. 3. Eased upon this evaluation, the L. A. students would prepare a new or updated flaster Pian for the Park. 4. A section of 4th year Architecture might design a new solar equipped structure to house necessary facilities and services related to the pool area. Soler equipped and covered facilities have been discussed to utilize a year round swictn.ing program for the City of Fayetteville. Thus, a solar designed structure Tright avail architecture students of a chance to deal effectively with energy problems in a practical way. 5. L. A. students would intenrate the structure design with specific site planning for the building.,s,, pool, parking lots, walks, ranps, and other areas ir'rediately around the building. I anti not sure if any of your sections would be interested in this type of project and in this particular part of the semester. It is anticipated that the project would be of 5 to 5 weeks duration and would occur during the 2nd half of the Spring semester. Please think about this project, and lets discuss it in ,more depth along with your suggestion of the Little Rock project as possibilities of LARC/ ARCH integration of design studios. cc: hurray Stnart Tom Brinner, Elec.
