PARKS & RECREATION ADVISORY BOARD
January 14, 1980 - 1:30 p.m.
Present: Lashley, Knight, Reagan, Waite, Widder, Brinner, Ryan
Lashley: Gave brief history of Mr. Gregory's long time contributions to the
City Parks. Beautiful plaque presented to Mr. Gregory in general appreciation,
but specifically for his recent gift of annual remembrance to Parks & Recreation
in his Charitable Institution.
Mr. Gregory gave a short talk in response replete with anecdote and local his-
tory.
Jerry Marshall spoke from audience. He appreciates his years on our board,
and wondered if he had been reinstated. He gracefully accepted the fact that
he was not.
Ginger Parker, Gerald Charter, from Washington School came to request matching
funds for playground equipment, as have all other grade schools except Jeffer-
son. The figure is 53862. They have researched other schools and profited by
mistakes. Equipment manufactured by Big Toys - nearly vandal proof - to be
set west and north of teacher parking lot. Board will consider this matter
later in afternoon.
Lashley requested review of meeting date. Concensus is first Monday, 1:30 p.m.
to 3:30 p.m., extending to 4:00 p.m. whenever possible. David named three
standing committees: (a) Budget and Planning, (b) Parks Development, and
(c) Recreation and Personnel, with Reagan and Lashley on A; Knight, Waite,
Brinner and Thomason on B; and Ryan and Widder on C. Report requested from
each committee each meeting. Press to be notified when committees meet.
Lashley made motion that members of this board become trustees of City of
Fayetteville Parks & Recreation Trust Fund Inc. Motion carried unanimously.
McWethy: review of our difficulties with HC&RS (BOR) starting in 1974 with
enclosure of pavillions at grade schools. Restitution included 15 acres on
45 and park area at Root School. HC&RS recently stated that appraisal of
property was done on an incorrect basis and they will not consider any pending
grant applications (i.e. $200,000 for Walker Park). School administration
will resolve this. Also, HC&RS application currently in process requires
$55,000 from C.D. There are no Parks & Recreation funds in 1980 C.D. City
Board stated this money would come from C.U. or 1977 General Obligation Bond
funds. City Board meeting Wednesday evening and we need to attend to request
$55,000 be taken from 1980 C.D. for this purpose.

Dale suggests that we also speak about Asbell needs at the Wednesday meeting:
refurbishing gym, parking on east side.
McWethy reports alleged timber cutting by Keith Shofner on our Lake Sequoyah
property leased to him. City will bill Mr. Shofner for approximately 2,000
board ft. @ $2,000.
Knight asked where Lake Sequoyah lease fees go. McWethy answered Water &
Sewer Dept. He also asks if Lake Sequoyah has been designated Parks & Recreation.
It is not.
Lashley: We have received deed to .21 acres at Sweetbriar Park as gift from
Eason and Sweetser.
Lashley referred to his written summation of Lake Wilson project. Board
toured park (in the mud) January 31, accompanied by guest Mr. L.M. McGoodwin,
a retired civil engineer. Motion by Knight to approve this summary,
seconded by Waite, to be presented to City Board.
Brinner: we need to monitor dam closely when drain is plugged. Who would do
it? Tom questions wisdom of encouraging at this time any involvement with
City and County.
Lashley responded that his intention was for the future. He referred to
Don Grimes' promise for crews to clean up Lake Wilson this winter.
Motion carried. Position paper on Lake Wilson to be attached to minutes.
Lashley recounted meeting with Janice Me99ars (Ark. Arts Council), Reagan,
fib`. Frank Williams (sculptor) January 5th in regard to Wilson Park reflection
pool project. David asks when this project will be complete.
',� Brinner suggests a sign be put at project giving sponsors and details.
NA/ Dale will expedite.
Lashley: Janice gives end of March for completion. Frank says tower, ramp,
and walk need completion. Wall might need building soon, should not inter-
fere with work on pool.
Brinner suggests Street Dept. do the wall. Dale estimates less than $200
in materials for north wall.
Waite: Motion made to construct wall on north of Wilson Park pool project.
Carried unanumously. Dale will expedite with City Engineer.
Lashley: Frank Williams is asking for $252 in funds for wood to build
scaffolding to complete tower. Dale will try to borrow metal scaffolding
from school administration for 30 days.
Lashley explained update on G.O. Bond project expenditures. Clark wonders
if schools deed or lease Washington Park to City? Knight made motion, con-
tingent on park ownership by City, that $3,500 be given out of G.O. Bonds
for Washington School.

• Therefore, after.a field trip to the site January 2, 1980 conducted by the

PRAB and with other interested parties, we have decided on the following
to be our position at this time:
1) Lake Wilson Park wi'].1 remain a low priority, long range project
to meet future recreational needs.
2) The Jaycees no longer wishing to sponsor the project at this time
all activities will be the result of the_,direct action or
recommendation of the PRAB.
3) Evaluation
a) Primary concern - condition of dam and availability of lake
for recreation purposes.
b) Secondary concerns -
(1) Condition of roads to park
(2) Condition of bridge (Tilly -Willy)
(3) Trash along access and around dam
(I) Brush in water line of,lake.
c) Tertiary concerns -
(1) Funding for development
(2) Potential demands for use
(3) Residential development
Our current plans are to allow the lake to fill this spring and at that time
to close the drain and visually inspect the dam and spillway to assess what
the condition is when filled.
It is our plan to monitor very closely the
dam at that time. There can be many opinions and much conjecture, so PRAB
recommends this course as a means of actually determining the condition. A
more positive course of action can then be assumed.

We recognize the potential of this area and future needs in the
parks system. We would not discourage other activities now which would
remedy any of our secondary concerns. In fact, we would encourage any
activities which would either make the area more accessible or would enhance
the beauty consistent with the long range goals.
We further suppose that this is an area where the city and county
can both be involved in ultimately bringing the south Washington County a
recreation area. We intend to enlist the aid of both in various stages of
development.
