President Nixon and Secretary Romney have stressed the need for
better coordination between federal programs and local needs as
defined by local officials with emphasis on what can be accomplished.

This office is again preparing to work with selected cities to
accomplish an agreement between the needs of these cities relative
to the programs we have available so that a "p'ackage'r of assistance
on an annual basis can be arranged with an earmarked*

commitment. We call this the."Annual Arrangement'' an 'believe that
it presents a great opportunity for the best utilization of our
programs. It improves coordination of the local government -federal
government roles and also permits each side to help the other in
working out basic difficulties -in advance.
If your city is interested in competing for an annual arrangement,
I invite your submission by July 3, 1972 of a comprehensive
community development statement in accordance with the attached
leaflet,

HUD ANNUAL ARRANGEMENTS - DEFINITIONS,OBJECTIVES, AND GUIDE FOR
PREPARING COMMUNITY DEVELOPMENT STATEMENT
This informational leaflet has been prepared to acquaint mayors, city
councilmen, city managers and others with a new and optional method by which
cities may use housing and community development programs of the Department
of Housing and Urban Development (HUD). This new method is known as.
"annual arrangements,"
A. DEFINITIONS•
1. Annual Arrangement. An annual arrangement is a negotiated commitment
• between the Mayor and the City Council on the part of the City and
the Area Director on the part of HUD under which HUD assures
(subject to appropriation by Congress), that definite amounts of
specific program funds have been earmarked for the City for the
fiscal year and that such specific program funds will be made
available upon subsequent submission and satisfactory HUD review of
applications under the respective programs,
2. Community Development Statement, A brief statement submitted by the
City which identifies: (1) All significant community development
problems; (2) Multiple -year (no more than three years) and annual
objectives with respect to HUD's community development and low and
moderate income housing programs; and (3) Strategies and priorities
concerning the use of these programs. Where the.City intends to use
• programs which require by statute a Workable Program, the Community
Development Statement can be combined with the -Workable Program
submission,

Be OBJECTIVES
The objectives of the annual arrangements approach are as follows:
1. To improve City Hall's capacity to match city needs with limited
HUD and local resources;
2. To improve City Hall's capacity to coordinate public and quasi -
public agencies;
3. To improve City Hall's capacity to entertain a meaningful dialogue
with citizens and resident groups relative to resources allocation
decisions;
4. To provide a basis for the City and HUD to agree early in the
fiscal year upon definite program commitments and thereby eliminate
the submission of applications which cannot be funded;
S. To provide a vehicle for HUD to effectively match, ration, and
• 'coordinate delivery of scarce program funds to and among communities;
6. To reach an agreement on the location of any low and moderate income
housing to be built in the city under the annual arrangement.
C, OUTLINE OF PROCEDURE
1. City prepares and submits a Community Development Statement to the
BUD Area Director. A statement prepared by your local staff is
preferable to a consultant -prepared statement. {
2. The HUD.Area Director, on the basis of the Community Development
Statement and funds available or likely to become available during
the fiscal year, determines the feasibility of an annual arrangement
and.'notifies the City of his determination.
• 30 Representatives of the selected city meet with the HUD Area Director
and undertake negotiations toward development of an annual arrangement
agreement.

• 4, When negotiations are successfully completed, the annual arrangement
agreement is signed, The agreement will'state the amounts and
conditions for HUD funding of appropriate parts of the City's `
community development program under specific HUD categorical
programs,
5. The City submits categorical program applications to the HUD Area
Office within the framework of the annual arrangement,agreement.
Such applications are given priority processing inasmuch asfunds
will have been previously. earmarked for them,

6._ Upon approval of each respective categorical application the
project covered by the particular application can proceed without
waiting for some other project in the annual arrangement unless
the utility of the projects is interdependent...
• D. GUIDE FOR PREPARATION OF COD'MUNITY DEVELOPMENT STATEMENT (CDS)
The Community Development Statement should briefly.summarize problems
related to the condition of the local housing stock and the local
environment. Social and economic problems should be identified in
relation to national objectives of "a decent home in a suitable living
environment for every American." The statement should also summarize
the City's objectives concerning:the identified problems and these sit
objectives should reflect targets relevant to HUD's programs, In
addition, the statement should generally define how the City intends
to use not only HUD's programs but other related programs to meet the
stated problems and objectives and it should list priorities with respect
to such programs, For example, the contents of the statement could be
approximately as follows:

1. General information about the city - name, population, name,
address, and telephone number of chief elected official and of
chief administrative official.
2. Description and extent of city's needs and problems, (Be as
specific as possible; use maps where appropriate.)
3. Description and extent of city's resources to meet the needs and
problems identified in item 2.
4. What types and amounts of assistance are needed from HUD, e.g.,
low-income housing, water and sewer grant, renewal assistance,
code enforcement, etc. List in priority order. Indicate the
amounts needed for fiscal years 1973, 1974 and"1975,, as
appropriate. Indicate the amount, source and availability of
any'required matching funds.
The CDS should be prepared by the city staff and should be kept to not
more than 20 pages if possible. The•CDS should be submitted to the
HUD Area Director by July 3., 1972:
