Parks and Recreation Advisory Board
April 16, 1970 12:00 p.m.
Members Present: Margaret Wooten, Ben {!inborn, Dale Clark, David Lashley,
Barbara Broyles, Rodney Ryan, Claude Sutton.
Others Present: Don Strohmeyer, Wesley Howe, Danny McCaully.
The meeting was called to order by the Chairman, David Lashley.
This meeting was held in the Flame Room of the Downtown Motor Lodge
vuth Yr. Don Strohmeyer of the Bureau of Outdoor Recreation present to
explain the ways which B. 0. R. could help the City of Fayetteville in
park develop=nb.
Xr. Strohmeyer told the Board members that the Bureau of Outdoor Recrea-
tion could give the City a grant of 50% of the cost of the land and 50% of
the cost of the park development. He said that no money can be obtained for
park :maintenance or repairs. The City can use their own employees for labor
and get credit for that. The length of time it takes to get the money after
the application is put in is 8 months to a year. The application would be
put on a waiting list.
Mr. Lashley asked if a local guarantee of assurance would be needed.
•, Yr. Stromeyer said that a resolution or letter from the mayor is definately
needed.
Mr. Strohu:eyer also stated that if the project is a small one or if the
money is needed ic.:ediately not to even bother to put your application in.
The fee for filing the project is $$400 or $500. If the bids for the
project turn out to be more than the money applied for, Parks and Recreation
must supply the difference or cut the budget down.
.. Kr. Strohmeyer showed pictures of the various parks and pools he had
worked on.
There was much discussion on what City property could be used for park
developz:ent or how property could be purchased for this purpose. Nr. Howe
suggested that part of the Lake Fayetteville property be sold in order to
obtain the City's 50" of the funds esd that the rest of the property around
the Lake be used for the park. The land which could be sold would not be
touching the lake.
Mr. Sutton asked what other ways money could be raised for the project.
Mr. Howe suggested charging adsdssion fees to the lake and also charging for
camping at the lake.
Yr. {unborn asked Mr. Strohmeyer to check with the Bureau of Outdoor
• Recreation on the park project being built at the Lake and see what the
possibilities are.

At this time, Mr. Strohmeyer had to leave the meeting and the discussion
turned to the proposed gymnasiuri.
• Mr. Winborn stated that the Asbell School P.T.A. has donated $1,000 and
that the Lion's Club will allow a special project and that the profit from
this will be given to Parks and Recreation for the gymnasium.
It Winborn made a motion that the Parks and Recreation Advisory Board
recommend to the City Board of Directors that up to $25,000 of the money
budgeted to the Parks and Recreation be spent on a metal building at Asbell
School in cooperation with the school. tars. Broyles seconded the motion
and it was approved unanimously.
Mr. Winborn said that the tennis courts at Fayetteville High School are
finished except for putting the net holders up.
There being no further business, the meeting was adjourned at 2:00 p.m.
