Members present were: David Lashley, Chairman, Claude Sutton, Bill Brandon, Rodney Ryan and Director Jim Brown. The purpose of this meeting was to review all of the current projects and activities of the Parks and Recreation department before the departure of Mr. Jim Brown on the 14th of December. Following is a summary of current activities: Winter Recreation Program - In Progress Women's Basketball j� Men's Volleyball (Church League) Women's Fitness . Proposed Men's Volleyball Mixed Volleyball Parks Program Monday nights at Youth Center Mark Krueger in charge (7-10 P.M.) City Park (a) Tennis Courts.- $2000 budget for 1969 to begin construction (b) Dressing room (c) Baseball field - dirt needed (d) Electical Outlets at Ball Diamond and at pool (e) Concrete tables - need erection (f) Tree planting (g) Pool - Paint entire pool - Deck, botton and walls. Ingles Paint Co., Birmingham, Alabama) (h) Concession Stand - need cash register for control, for 3 months (paint from consider, leasing (i) Pavilion - Evening Lions have $700 set aside for construction (j) Fence - fence on location (cost $700) erect 10 foot fence with two supports - Bid in City Manager's Office 2. Walker Park - Faint Pavilion • 3. V. A. Park - Gene Reese did surveying Civic clubs - Paul Martin and Don Roberts Sequoyah Kiwanis Club 4. Lake Fayetteville - Mr. Brown reported that maps had been to tti•ro friends of his and that we should be hearing from them soon. 5. Arkansas Avenue media - unable to reach agreement with interested persons. Joe Clay - Scout Fraternity met with Perennial Garden Club and Mrs. James Green. They proposed a plan to use visques, gravel, remove old trees and replace with redwood, dogwood, apple, etc. Miss Betty Lighton was not in agreement. University of Arkansas Architect John William was also consulted and agreed with the plan proposed. This project should be referred to the appearance committee. It was agreed by members of the Board present that we would assume the direction of the program until a director was found to replace Mr. Brown. The maintenance function would be coordinated by the City Manager. The Board reviewed the drawings of the architectural students for City Park development. It was the consensus of the Board that it would be dif- ficult to select one plan to use for development and it was suggested that we contact. the head of the U of A architecture department regarding putting • our ideas into a specific plan for development. It was agreed that the whole Board should have a voice in developing a plan. This will be an item of business for the next Board meeting. Mr. Brown was thanked for his efforts in what he had accomplished in initiating a Parks and Recreation program. Regrets of his resignation were expressed. The meeting was adjourned at 9:15 P.M. • Administrative Memo 1§161 November 26, 1969 1970 BUDGET Iy..'� The following items have been investigated as requested during Board study sessions. Audit by Arkansas Legislative Audit Division. This appears to be a pos- sibility for 1971, but not recommended for 1970. The Legislative Audit Division cannot provide periodic and special audits, the timing of such audits are indefinite due to State office work load. The lack of familiarity of the State office with the City of Fayetteville operations would detract from the value of its services to the City of Fayetteville. City Shop. The City Shop expenditures have been reviewed and the recom- mended appropriation is unchanged. Additions. The amounts included in the Budget Ordinance include the several additions ordered by the Board: Increase contribution to Youth Center - $53000 —> Rebuild tennis courts - $11;000 New dressing rooms at swimming pool - $15,000 Additional part-time animal control - $13500 • Figures which differ from Preliminary Budget. The Ordinance figures other-aisc differ from those in the Preliminary Budget because the salary appropriations -have been refined on the basis of detailed calculations of individual salaries, rather than on the basis of more general estimates. Additions to consider.
