Minutes - December 4, 1969 Meeti
The Fayetteville City Parks and Recreation Advisory Board met December 4, 1969
in the Board of Directors' Room, City Administration Building. Members present:
David Lashley, Barbara Broyles, Rodney Ryan, Benny Winborn and Director, Jim
Brown.
1. Chairman David Lashley introduced Mr. John' Teas and Mr. Phil Bashor and
asked them to acquaint the Board with the plans of the Fayetteville Tennis
Association. Mr. Teas pointed out that the purpose of the Fayetteville Tennis
Association was to support existing tennis programs at the Junior level in
Fayetteville and also give encouragement to tennis programs for all age groups.
The services of this group were offered in proeram and facility improvement.
Mr. Bashor reviewed the Constitution (See Memos 1 and 2) of the Fayetteville
Tennis Association and made recommendations to the Commission on tennis needs
in Fayetteville. (See Memo 3.)
2. Chairman Lashley explained the program of the neighborhood facility plan-
ning committee. Several questions were raised as to the type programs planned
• by the Parks and R creation Advisory Board. The conflict between this program
and the long range program of the Board were noted. After much discussion
Mr. Winborn made the motion that this commission recommend to the Board of
Directors that the City not participate in this program. The motion was
seconded by Mrs. Broyles, Mr. Lashley recommended that every effort be made
to get people involved in existing programs.
3. An over view of the Capital Improvement Program was presented by Mr.
Lashley. (See Memo 4 and 5.)

4, Mr. Winborn reported on acquiring new facilities. Plans for a steel
building were presented and discussed. The approximate cost would be $52,000.
Mr. James Brown pointed out that such a building was needed in the -Root School
area and if it'was possible to obtain such a building he „_eccmmended placing
the building on the school property if agreement could bereached odith the
Fayetteville School Board rmgarding finance and maintenance. Further, it was
agreed that the Board would meet with the school board at their next meeting
and that the Chairman make a presentation explaining our plans for a gymnasium.
The purpose of the meeting is to explore our common interests and to enlist
financial support for a joint project.
5. Reviewing the .budget and long range plans, Mr. Lashley expressed his
appreciation to Board members for their attendance at the meetings of the
City Board of Directors. It should be noted that all members of the Commission
were present for that meeting.
