Minutes
August 7, 1969
The meeting was called to order by David Lashley, Chaira'an. The City
Consultant Mr. Jim Vizzier, was introduced. Vizzier explained

The proposal for land use was based on the City exDa.^.ding to rouble in

population by 1990. This would make the study a 20 year plan. First, they
related an atte Dt to locate recreation and school areas together by neighbor-
hood. This was difficult because of the terrain. Second, they tried to set
up the Creek beds as buffers. They would develop along the creek as a means
I providing transportation to various parks and recreation areas. M-,
school sights would be developed as playgrounds. A specific area of develop--..
• ment was a_c-:g the new 71 Bypass and the railroad right-of-way.
Tee parks development consists of four and possibly five areas. " ese
would be developed in four corners of the now existing City and as the City

each neigaboraood. Each of the four areas would be a little different in
terrain. 'ac- of the areas would consist of community park and community
center. Following are the areas noted:

• PROPOSED PARK
On January 2nd 1964 the tract of land situated in the northeast
quarter of section 9., township 16 northvrange30 west was conveyed to
the city of Fayetteville by the administrator of veterans affairs by
quitclaim deed. This 19.382 acres of land to be used for park and
recreation not to interfere with the care and treatment of patients in
the Y.A. Hospital.
It is my understanding khat at this time Mr. Brown the mayor XX
turned the project over to the various garden clubs in town to come
up with a plan for developing the area as they saw fit. I
As far as I can find out no formal plans were submitted by the S
garden club. Between 1965 June and 1969 the Fayetteville Jaycees took
• on as a project to try and get the area developed into a park.
When the Department of Parks and Recreation was formed in 1967
one of my assignments was to assist in the development. My first
contact wis with Tom Epperson who was at that time the Jaycee in
charge df that particular project. Several meetings were held with
the city engineer, city architect,A Jayceeeworking for YcClelland EK
Engineers Tom Epperson. Basic plans were made and an meeting was
held withJim Edwards who was at that time incharge B.O.R. projects
for this area After two meetings and making sone changes which he
recomended vie were ready to submit the plans to the federal govt.

this time Some of the people in the garden clubs found out what had
• been planned and callrMrs Swartz. She called me and wanted me to set
up ameeting whith the Jaycees to learn more about the plans. The
garden club group did not like what was to be done.. the Jaycees were
discouraged and the project was dropped .

Certain members of'the Ozark society and the local garden clubs
wanted to see the property developed with only nature trails and leave
Wt as it is in its natural state. Still they have done nothing.
The Parks and Recreation Advisery Committee and the City Council
went on rdcord recomendir_g that plans be put into action to procede
at leastt with stage one of the original plans. This was to be done
with volentere workers as only nine hundred dollars had been placed
in the 1969 budget for getting the Job started in hopes that civic
clubs might become interested in helping with the project. The estimated
cost of the original project with a winterized building was 180P000.
One work day was held by the Sequoyah K iwanis Club. At that time
about one fourth of the ground was cleared that is to include stage
one of the prject. Since this work day little has been done mainly
because of vacations and that the heavy machinery that is needed to
ve the tree is tied up during the good working conditions that
summer brings to the construction people.
