Board of Trustees
Regular Meeting
October 16, 2000

Board members present: R. Alexander, M. Thomas, B. Schaffer, S. Singleton, M. Roberts, L. Brewer, and L.
Gottsponer. Staff members present were L. Schaper, S. Thomas R Mahon, C. Rew (arrived mid -meeting) and
L. Greenwood.
The meeting was called to order at 4:05 p.m. by L. Gottsponer. L. Brewer moved to approve the minutes of the
September 25 2000 meeting, R. Alexander seconded, all voted aye.
Director's Report: L. Schaper reported that staff attended the Arkansas Library Association meeting in
Springdale. The sessions were very good and a request was put in for the 2004 conference to be held in
Fayetteville. All staff members are involved on teams to examine the functionality of the proposed floor plans for
the new building and this information will be given to the architect. Schaper reported that Pam Lawrence,
previous Volunteer Coordinator will not be coming back from maternity leave, but has agreed to help with some
part time projects. Other items discussed included use of the meeting room after hours and for profit making
groups; issue of salt residue left on walks after ice melts; results of the staff survey
Financial Report: L. Schaper reported in Rew s absence that supplies and building maintenance figures are
back in line, we have received money from the City for the new HVAC units, and there is a concern about a
shortfall this winter with rising heating costs Also discussed was the WCLS lease.
Service Reports: Children's Services: L. Greenwood noted that the Children's Library had been very busy with
new programs and workshops. Homework Helpers, the new tutoring program is so far a success and well
attended. Also commented on M. Loot's outstanding performance at the recent Arkansas Library Association
conference. Volunteer Services: R. Mahon announced work on Make a Difference Day, which is a mass push
for community volunteerism. A huge amount of outreach has been done over the past month by Mahon. Also
announced that the StaffNolunteer Christmas party would be held December 8, 2000 from 6:00 to 8:00 p.m. at
the Bank of Fayetteville. Public Services: S. Thomas cited the upcoming author series and talked about the 15
databases, which are loaded and available to the public both from home and the library. L. Gottsponer
commended all departments for a job well done, for the increased programming and for all that is going on, along
with the building issues.
Building Project Update: Final design phase is on the upcoming City Council agenda. Staff teams have been
formed to address functionality issues of the present design. Jeff Scherer will be here on November 13 and 14.
Most of his time will be spent with staff, but there will be a public kick off meeting on the 13th at 6:00. People will
be invited to be on public teams. L. Gottsponer raised the question should the Board meet with Jeff? It was
decided not to schedule a meeting at this time.
Foundation. Update: A recurring issue that arises in Foundation meetings seems to be what money can the
Foundation spend without Board approval. L. Gottsponer has encouraged them to spend what they need to
reach their goal.
WCLS Update: Inter -local agreement was discussed. Comments included that it was vague, straightforward
and general. R. Alexander moved to accept the inter -local agreement as written, M. Thomas seconded. All
voted aye.
Other business: Following comments on the Children's Services thank you letter to the Friend's, e-mail from N.
Hendricks, cell phone policy and fine collection issues (which should be on next agenda), M. Roberts moved to
adjourn the meeting at 5:10 p.m. R. Alexander seconded, all voted aye. M. Roberts then moved to reconvene,
R. Alexander seconded and all voted aye. A brief discussion about Amendments 4 and 5 followed, with
explanations about how, if passed, would adversely affect the library. M. Thomas then moved to adjoum at 5:17
p.m. R. Alexander seconded and all voted aye.
