HomeMy WebLinkAbout1999-06-21 Minutes (2)Fayetteville Public Library Board of Trustees Regular Meeting June 21,1999 Trustees present were M. Thomas, M. Roberts, M. Goff, S. Singleton, and L. Brewer. Staff members present were L. Schaper, S. Thomas, L. Maxey, P. Lawrence, and C. Rew. Members of the press present were Sarah Fisher (NWA Times), Charlie Allison (Morning News), and Laura Kellams (AR Dem. Gazette). The meeting was called to order at 4:40 p.m. II. M. Goff moved to approve the minutes of May 17, 1999, M. Roberts seconded. M. Thomas proposed an amendment that the board member in line 8 be changed to read °M. Thomas.' All voted aye. IV. Director's Report: 1.) L. Schaper praised the recent success of FPL's children's programming and the Brown Bag Lunch lecture series. 2.) L. Schaper said that the new Director of the Washington County Library System will start in early July. She also said that the Washington County Library Board will next meet on July 22, 1999. 3.) L. Schaper said that circulation was up 2,500 over the previous May, due to increased hours, visits, and an expanded book budget. V. Accountant's Report: 1.) M. Thomas asked about the statistical reporting for the Otwell Fund. It was decided that there was still a need to determine what figures are needed to track this fund and that M. Goff and C. Rew needed to have discussions with the Bank of Fayetteville and city staff in order to make sure that the data is consistent and meaningful. 2.) C. Rew said that we were generally on track with our budget. 3.) S. Singleton asked whether the downspouts on our roof were functioning properly. M. Thomas asked whether the gutters are clean. L. Schaper said that she would contact Perry at the city to check on these issues. She also said that the floor in the computer lab had not leaked during recent heavy rains. Service Reports: 1.) S. Thomas reported on circulation increases throughout the library and a new registration policy that is being developed. 2.) L. Schaper said that the Genealogy staff had caught a patron attempting to steal a book, emphasizing the problems that still exist in this area. 3.) L. Maxey said that the Children's department has been extremely busy, with over 700 children already signed up for the Summer Reading Program. VI. Allocation of WCLS Resources: L. Schaper said that at the last meeting of the Washington County Library System, the Board had passed a budget based primarily on a formula Of township boundaries. She also said that our costs within the system are still to be determined. S. Singleton said that the Springdale Public Library wants to re -open the issue at the next WCLS Board meeting. S. Singleton presented and moved to accept a resolution "The Fayetteville Public Library Board of Trustees strongly supports the Washington County Library Board's recent decision to base allocations primarily on township boundaries and secondarily on school districts. Taxpayers have the expectation and the right to see their community library funded in proportion to the taxes they pay. Moving backward to base library allocations on the 1940s school district boundaries would restore past inequities and force libraries to consider other options." M. Goff seconded. All voted aye. VII. FPL Foundation: 1.) L. Gottsponner will not be on the Foundation Board. M. Thomas and L. Schaper will be the two library representatives on the board. 2.) M. Thomas said that up to 9 people can be on the board. 3.) L. Schaper said that Matt Lawrence will send in our application to the IRS for our 501(cx3) status. 4.) M. Roberts moved to accept the by-laws of the FPL Foundation. M. Goff seconded. All. voted aye. 5.) There are currently 4 nominees to the Foundation Board: Diane Boyd, Kay Pickett, Chuck Browning, and Martha Brewer. M. Thomas said that the criteria for acceptance were community involvement, support for the library, and a knowledge of financial, fundraising, and legal issues. 6.) S. Singleton moved to accept the four candidates. M. Goff seconded. All voted aye. VIII. S. Singleton moved to adjourn the meeting at 6:05 PM. M. Roberts seconded. All voted aye. Prepared by S.
