at the First Christian Church
September 23,1948
The Library Board of the Fayetteville Public Library issued a call to
the citizens of Fayetteville to meet at the First Christian Church on Sep-
tember 23 to decide the future status of the library,whether or not to join
with the County Library in seeking a mill,tax for the support of the two li-
braries in the future.
The meeting was called to order at 7:45 by Mr.Walter McWhorter, the Pres-
ident of the Fayetteville Public Library Board,who stated the purpose of the
call and gave a brief summary of the organization and functioning of the City
Library,the,source of income,the need for more funds.etc.
Mr.McWhorter called on Mr.Kennan,County Superintendent of Schools,who
spoke briefly on the functioning of the County Library and the part the City
Library had in the past of helping to establish it.Mr.Kennan spoke of the
financial difficulties that the County Library has been experiencing.He also
spoke of the fact that the County Library had.approached the Fayetteville
Library concerning the latter's support for the idea of a mill tax for the eh.

The citizens elected Mr.McWhorter chairman and Mr.MCMillen as secretary
of the meeting at this point.
Many questions were raised by various persons present at the open meet-
ing,concerning various phases of the mill tax proposal and the relationship
that the Fayetteville Public Library would have to the County Library in case
,joining in the tax proposal.Miss Mason,state Librarian,attempted to answer
ygestions concerning the state library law.
During the course of the discussion 6f the whole problem,the fact was
brought out that the city of Fayetteville could not have a separate,library
tax in view of the fact that it has already exceeded the limit by two mills.
The meeting took the two following actions:
1.It was voted that it be the sense of this body that the Library Board
be authorized to proceed at its discretion in the matter of the amalga-
mation of the two libraries.
2.It was voted that the chairman of this meeting appoint five representa-
tive citizens to meet with and advise the Library Board in this matter.
The chairman immediately appointed the following citizens'to serve in the
capacity mentioned:Mr.Marvin Miller,Mr.Victor Russum,Mrs.Edmund Watson,
Dr.J.C.Jordan,and Mr.Tex Waggoner.
