The Library Board held its regular monthly meeting on Januaryl4,1947,

Mr. Sanders, Mr. Blossom, Dr. iileriwether,Mr.Greenhah,Mr. Butler, and. Ivir.McMillen .
The
minutes of
the November meeting were read. and
approved.Since a
quorum was lacking
at the December meeting,there were
no minutes to read.
It was voted to reeommend.to the annual meeting for approval certain
proposed amendments to the constitution due notice having been published
in the IJorVhwest Daily Times in accordance with Article V1 of the Constitu-
tion.The proposed amendments are to doiAtinue Article V and become Sections
4 and 5.'i'hey read as follows:
Section 4. Should a vacancy or vacancies arise on the Board of Direc-
tors between the annual meetings of the corporation,such vacancy or vacan-
cies may be filled by the remaining members of the Board of Directors.
Section 5. Five (5). members of the Board of Directors shall constitute
a quorum for the transaction of the business of the corporation.
The Librariants report was read.lt showed a decrease in circulation
from November of some 500 volumes,which fact is explainable by the smaller
number of days open for issue in December.The report is filed with these
minutes.
In the absence of Mrs.Vincenheller the Treasurer's report was read
by the Secretary.It showed a balance of $1430".18 in the First National
Bank and total assets of 02628.49.The report is filed with these minutes.
The Chairman read a letter from the i'reasurer,blrs.Vincenheller,who
could not attend this meeting of the Board.

Annual iviinutes of the Public Library Association
January 14,1947
The annual meeting of the Public Library Association was held in
' accord with the constitution of the corporation on January 14,1947,the
second Tuesday of the year.Due notice was published in the daily paper
concerning, the time and place of this regular annual meeting.There was
a rather small attendance.
The Chairman, 1hr.ivicWhorter,called the meeting to order promptly at
8:00 P.i/o and made a brief statement concerning the past year's work of
the Library from the point of view of the Chairipan of the board,stressing
our need for a permanent librarian and pointing out the fact that the
Library is in a good condition financially.
The Secretary read his report which briefly reviewed the activities
of the Library for the year 1946,pointed out the difficulties experienced
by the Board in connection with securing someone to replace Miss Jobelle
Holcombe as Librarian,and indicated changes that had taken place in the
Hoard's personnel during the year,the principal loss being that of
Mrs.C.K.1•.1cClelland,who had been Secretary for some twenty-five years.
In the absence of Mrs.Vincenheller,the Treasurer,her report was read
by the Secretary.The report showed that the Community Chest had contribu-
ted $2264.36 to the Library,that the total received during the year
was 1p2733.54 and that the total assets as of January 14,1947 were 42628.49.
These two reports are filed with these minutes.
It was voted to instruct the Secretary to write a letter of apprecia-
tion to Mllrs.i3dmund Watson,the Librarian,for her efficient work with the
Library since she was elected to the post on August 1,1946*
In accordance with the recommendation of the Library Board,it was
voted to amend Article V of the Conetitution by adding Sections 4 and 5,
due notice having been published as provided in the Constitution.These
amendments are as follows:
Section 4. Should a vacancy or vacancies arise on the board of Direc-
tors between the annual meetings of the corporation,such vacancy or vacan-
cies may be filled by the remaining members of the Hoard of Directors.
Section 5. Five (5) members of the Board of Directors shall constitute
a quorum for the transaction of the business of the corporation.
The matter was presented to the Annual meeting by ivlr.Kar1 Greenhaw.
A copy of the notice of the proposed amendments is filed with these
minutes.
It was voted to re-elect the following persons to membership on the
Library board,their terms having expired

Since the incorporation of this Association it has been the custom of
the hoard to fill vacancies that arose between the annual meetings although
the Constitution did not make provision for the Board's doing so.In view of
the fact that several members now serving have been so appointed,it was vot=
