CALL TO ORDER:
The meeting was called to order by Commissioner Joe Fennel at
2:00 p.m. at the Chamber of Commerce.
ELECTION OF CHAIRMAN FOR 1995
It was moved by Joe Fennel, second by Linda McBride to re-
elect Coy Kaylor chairman Motion carried.
MONTHLY REPORTS:
MINUTES
It was moved by McBride, second by Waselues that the minutes
of the December meeting be approved. Motion carried.
• FINANCIAL
Ben Mayes presented the financial report for December. HMR
collections were $71,648 in December an increase of 20.69%
over 1993 collections. Total year to date collections are
$866,039, an increase of 20.69%. December expenditures were
$48,455. Year to date expenditures $832,040.

Moved by Waselues, second by McBride to approve the financial
report. Motion carried.
Motion by Mayor Hanna to approve roll forwards for 1995
budget in the amount of $337,393, second by McBride. Motion
carried.
ACTIVITY REPORT
Marilyn Johnson reviewed December activities of Convention
Visitor Development. 800 number calls received in December
continued to increase over 1993 with 8373 calls received
year-to-date. Total inquiry responses for December were
2138. Year to date inquiries received total 34,318.
Convention activity has involved working with GIS Conference,
Indian Conference, Sister City Conference and commemorative
events for World War II.
Moved by McBride, second by Hanna to approve the Convention
Visitor Report. Motion carried.
AGENCY REPORT
Susan Stirewalt reported on Agency activity planning for 1995
placement and updating 4 color brochure. The 1995 creative
will focus on events.
• Moved by Waselues, second by McBride to approve the agency
report. Motion carried.
OLD BUSINESS:
EXHIBIT HALL
Ben Mayes presented a history of the HMR tax collections in
Fayetteville. Jerry Rose presented options available to the
A & P Commission regarding refinancing existing CCE bonds
because of lower interest rates.
Jon Davidson said the Exhibit Hall issue should be referred
to a subcommittee for site selection and acquisition cost
estimates. Mayor Hanna suggested the following possibilities
1) build exhibit hall on top of the present parking deck;
2) the city owned parking lots north of Mcllroy Bank; and 3)
the Ozark Theatre building and parking lot behind and the
possibility of closing Center Street.
Linda McBride thanked Jim Hatfield for his proposal but said
with the money available the Commission can't afford to buy
his property. It was the concensus of the members not to
pursue looking into the Hatfield property any further.
Randy Rhine issued an invitation for the Commission members
to see the Wal-Mart Real Estate conference and how we are
accommodating their needs with our facilities.
Marilyn Johnson was asked to set a subcommittee meeting on
the Exhibit Hall.
NEW BUSINESS:
JOE MARTIN MEMORIAL STAGE RACE
John Lewis presented a request from the Joe Martin Memorial
Bike Stage Race for $1955 to cover advertising costs. Motion
to approve the request by Hanna, second by Bassett. Carried.
RESIGNATION OF JON DAVIDSON
Moved by McBride to reluctantly accept the resignation of Jon
Davidson as an A & P Commissioner because he is moving to
Sioux Falls, South Dakota, second by Hanna. Motion carried.
Marilyn Johnson will notify City Clerk to advertise for a
replacement.
OTHER BUSINESS:
Commissioners were given a list of the coverage of the Prime
Network and a breakdown of the 41,421 subscribers which will
be exposed to the NCAA Cross County Nationals video.
There being no further business, the meeting was adjourned.

CONVENTION AND VISITOR DEVELOPMENT
FAYETTEVILLE CHAMBER OF COMMERCE
The Convention and Visitor Development Department's goal is
to develop and supervise plans to promote Fayetteville,
enriching the quality of life and impacting the economy by
generating travel and enhancing the image of Fayetteville.
•The following accomplishments were made by the Convention and
Visitor Development Department during the past 12 months.
HOTEL, MOTEL, RESTAURANT TAX
Nineteen ninety-four hotel, motel, restaurant tax showed
collections of $866,039, an increase of 17.65% over 1993
collections. Year to date collections outpaced an average
increase from 1978 to 1993 by 7.43% (average increase was
10.22%)

Staff implementation of 24 hour turn around time for
inquiries proved beneficial.
Relocation inquiries are up 6% with 4,345 received. States

A relocation guide was developed, revised and distributed to
answer most asked questions.
• CONVENTION RECRUITMENT AND TOURISM
•
Convention and Visitor Development played a major role in the
following conventions which significantly impacted the
Fayetteville economy: Industrial Developers of
Arkansas/Community Development Society conference, NCAA
Women's Regional Basketball Tournament and NCAA Cross Country
Track Meet, and the American Legion Regional Baseball
Tournament. A significant effort to orient parents of
incoming freshmen at eight Orientation Sessions also proved
profitable to the department.
Bus tours and family reunions were popular during the summer
months including the Cook Family Reunion and tour groups from
Japan and England. The WBCCCI Air Stream Club made use of
the fair grounds for a weekend. A return bus tour group
paved the way for recruiting more bus tours. The state of
Oklahoma was central focus of efforts as well as Travel
South.
SERVICE TO THE HOSPITALITY INDUSTRY
Legislative assistance through the Convention Visitor
Committee in support of the 1/8 cent tax for Parks was
thwarted by this being taken off of the ballot.

A brochure ambassador program was established to disseminate
brochures through 25 businesses informing tourists of things
to do while in Fayetteville.
MARKETING
A photo shoot to update some of our file photos proved to be
very successful. Because of the demand for information from
publications covering Fayetteville as a destination and
relocation site, our file photos had been overused. This
shoot will also provide us with photography which can be used
in our 1995 advertising campaign.
Work with the advertising agency in providing event -specific
and attraction advertising benefitted us as proved in inquiry
responses.
RELATIONS WITH OTHER ORGANIZATIONS
Contacts with and attendance at the following have been
continued: Downtown Fayetteville Unlimited, Northwest
Arkansas Hospitality Association, Northwest Arkansas Tourism
Association, and the Square Gardens Committee meetings.
Liaison with festivals has increased. Autumnfest and Lights
of the Ozarks proved to be attendance and financial
successes. Springfest activities were hampered by rain.
Music Festival of Arkansas is looking to wrap an all arts
festival around it to increase attendance and awareness of
Music Festival in 1995.

FORECAST - WINTER 1994-95
According to the Travel Industry Association of America with
a brightening economic outlook, travel is expected to grow in
Winter '94 and throughout 1995.

Business/convention travel this winter is expected to grow
three percent to 56.3 million winter business person -trips.
This is a rebound from a decline of four percent experienced
last winter.
With an optimistic economic environment, economists expect
that consumers will have both an increased ability and
willingness to spend this winter, so the travel industry
should experience a good winter travel season. The
underlying strength of the season will depend on continued
consumer confidence and a shift to spending on discretionary
items rather than durables.
Real travel sales are expected to grow 4.9 percent in 1994,
appreciably stronger than the 2.3 percent growth last year.
Groups with the highest intentions of traveling more this
winter are African-Americans (35%) and technical workers
(25%).
The majority of travel this winter will continue to be by
auto, truck or recreation vehicle (78%). Auto travel is
projected to increase two percent to 104.6 million person -
trips.
Fourty-four percent of all winter travelers this year will
stay in hotels and motels. Pleasure vacation travel
involving these accommodations should rise two to three
percent this winter, while business travelers use of
hotels,motels should rise four to five percent this winter.
