HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
6:00 p.m., September 24, 2015, in the City Administration Building, Room #111,
Fayetteville, AR.
Mike Emery, Chairperson called the meeting to order at approximately 6:00 p.m.
Commissioners Present: Mike Emery, Christopher White, Carma Unruh
Christopher Terry and Matthew Cabe
Commissioners Absent: None
Others Present: Deniece Smiley and Laura Higgins

New Business
A. Approval of Minutes of Previous Regular Board Meeting -No corrections or
changes to the August 27, 2015 Regular Board Meeting Minutes and the board
approved unanimously.
B. Approval of August 2015 Financial Statements -August 2015 Financial Statements
were reviewed and there being no questions the board approved unanimously.
C. Approval of Resolution No. 1027 -Adopting Revised Policy for the Section 8
Rental Assistance Programs -Mr. White motioned to accept Resolution No. 1027,
seconded by Mr. Terry and carried unanimously.
D. Approval of Resolution No. 1028 -Adopting Revised Policy for Public Housing
Admissions and Continued Occupancy Policy -Mr. White motioned to accept
Resolution No. 1028, seconded by Mr. Terry and carried unanimously.
E. Approval of Resolution No. 1029 -Setting Payment Standards for the Housing
Choice Voucher Program and VASH Program for the 2016 Fiscal Year 10/1/2015
to 09/30/2016 -Mr. Terry motioned to approve Resolution No. 1029, seconded by
Mr. White and carried unanimously.
F. Approval of Resolution No. 1030 -Voiding Checks from Fayetteville Housing
Authority Funds Outstanding over Six Months from Date of Issuance -Mr. White
motioned to accept Resolution No. 1030, seconded by Mr. Terry and carried
unanimously.
G. Approval of Resolution No. 1031 -Charging Off Delinquent Accounts of Former
Tenants for Period 4/01/2015 — 9/30/2015 -Mr. White motioned to accept
Resolution No. 1031, seconded by Mr. Terry and carried unanimously.
H. Approval of Resolution No. 1032 -Authorizing the Charge Off of Certain Non -
Expendable Equipment that was Junked -Mr. Terry motioned to accept Resolution
No. 1032, seconded by Mr. Cabe and carried unanimously.
I. Approval of Resolution No. 1033 -Approving Fiscal Year 2016 Operating Budget -
Mr. White motioned to accept Resolution No. 1033, seconded by Mr. Cabe and
carried unanimously.
J. Discussion of Fayetteville Housing Development -Limited Partnership (Corporate
Status) -Mr. Cabe motioned that the corporate charter that was created by Steve
Clark for the purpose of creating tax credits be dissolved, seconded by Mr. White
and carried unanimously.
K. Update on Rental Demonstration Project (RAD) -Robert Beale and Eric Gold -
Moved to a Special Meeting to be conducted September 24, 2015 at 7:00 p.m.
L. Executive Director's Report- Ms. Smiley reviewed her written report with the
board.

further business, meeting

adjourned
