THE CITY OF FAYETTEVILLE, ARKANAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular
Session at 6:00 pm, Thursday, October 17, 2013, in the City Administration
Building Room #219.
Matthew Cabe, Chairperson, called the meeting to order at approximately
6:00pm.
Commissioners present: Matthew Cabe, Leon Jones, Jr., Jon Edwards and
Mike Emery.
Commissioners absent: Chris Terry

New Business:
A. Approval of Minutes of the Previous Regular Board Meeting — No
Corrections or changes to the September 26, 2013 Regular Meeting
Minutes — the Board approved unanimously.
B. Approval of September 2013 Financial Statements — September 2013
Financial Statements were reviewed and with there being no questions
— the Board approved unanimously.
C. Approval of Resolution #974 - Adopting New Hillcrest Towers
Balcony Policy. Mike Emery made a motion to accept the resolution
and then Jon Edwards posed a question. A discussion was had by the
board and then John Edwards made a motion to table approval of
resolution unit next month's board meeting. It was seconded by
Matthew Cabe.

D. Approval of Resolution #975 — Amending Resolution #895 to
Stipulate Future Changes in Hourly pay for Hillcrest Towers
Community Center Director. Leon Jones, Jr. made the motion to
accept Resolution #975, and Mike Emery seconded.
E. Approval of Resolution 4976 — Approving Expenditure of Public
Housing Operating Reserves to Complete Capital Improvements to
Hillcrest Towers Northeast Parking Lot. — Leon Jones, Jr. made the
motion to accept Resolution #976 and Jon Edwards seconded.
F. Approval of Resolution #977 — Confirming action to approve Prism
Education Center as new occupants of Willow Heights Community
Center. — Leon Jones, Jr. made the motion to accept Resolution #977
And Mike Emery seconded.
G. Election of Chairperson and Vice Chairperson to serve a one year
term from 10/17/13 to 10/23/14. Leon Jones, Jr. made a motion to
table this issue to next months' meeting for a vote. Mathew Cabe
seconded.
H. Presentation from Matthew Petty on Case Studies in Relation to
Affordable Housing. Matthew Petty, Ward 2 Representative for
Fayetteville City Council presented five case studies which could be
consideredfor potential projects for Lewis Plaza properties. There
were questions and discussion from the board.

J. Executive Director's Report. Fredia Sawin reviewed her written
Report.
There being no further business, the meeting was adjourned until the next
scheduled Regular Board Meeting on November 21, 2013.
