HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
6:00 p.m., September 27, 2012, in the City Administration Building, Room 111,
Fayetteville, AR.
Leon Jones, Jr. called the meeting to order at approximately 6:00 p.m.
Commissioners Present: Leon Jones, Jr., Jon Edwards and Matthew Cabe
Commissioners Absent: Olivia Horn and Hugh Earnest
Others Present: Fredia Sawin and Laura Higgins (Fayetteville
Housing Authority), Kevin Ledford and Randy
Hoeschen (Ledford Engineering)
New Business
A. Approval of Minutes of Previous Regular Board Meeting -No corrections or
changes to the August 23, 2012 Regular Meeting Minutes and the board approved
unanimously.
B. Approval of Special Board Meeting (September 14, 2012) Minutes -No
corrections or changes to the September 14, 2012 Special Meeting Minutes and
the board approved unanimously.
C. Approval of August 2012 Financial Statements -No corrections or changes to the
August 2012 Financial Statements and the board approved unanimously.
D. Approval of Resolution No. 943 -Authorizing to Void Checks from Fayetteville
Housing Authority Funds Outstanding over Six Months from Date of Issuance -
Mr. Cabe motioned to accept Resolution No. 943, seconded by Mr. Edwards and
carried unanimously.
E. Approval of Resolution No. 944 -Authorizing to Charge -Off Delinquent Accounts
from Former Tenants for Period 06/01/2012 to 09/30/2012 -Mr. Cabe motioned to
accept Resolution No. 944, seconded by Mr. Edwards and carried unanimously.
F. Approval of Resolution No. 945 -Authorizing the Charge -Off of Certain Non -
Expendable Equipment that was Junked -Mr. Edwards motioned to accept
Resolution No. 945, seconded by Mr. Cabe and carried unanimously.
G. Approval of Resolution No. 946 -Approving Operating Budget Revision -In
House -Fiscal Year Beginning 10/1/211 to 09/30/12 -Mr. Edwards motioned to
table Resolution No. 946 until the next regular meeting. Motion doesn't carry.
Then Mr. Cabe motioned to accept Resolution No. 946, seconded by Mr, �.
Edwards, discussion was made by the board and Resolution No. 946 was carried
unanimously.
H. Approval of Resolution No. 947 -Approving the Re -Obligation and Expenditure of
$250,000 in Excess Public Housing Operating Funds -Mr. Cabe motioned to
accept Resolution No. 947, seconded by Mr. Edwards and carried unanimously.
I. Approval of Resolution No. 948 -Approving Public Housing and Section 8
Employee One Time Service Awards for High Performer Status in Public
Housing and Section 8 Programs in Fiscal Year 2011 -Mr. Cabe motioned to
accept Resolution No. 948, seconded by Mr. Edwards, discussion was made by
the board and questions were asked, then Resolution No. 948 was carried
unanimously.
J. Report on Hillcrest Tower Masonry Investigation by Randy Hoeschen and Kevin
Ledford with Ledford Planning and Engineering -Mr. Hoeschen and Mr. Ledford
reviewed their report with the board and questions were asked. Mr. Hoeschen
advised that Ledford has applied for a emergency grant from HUD in the amount
of $3.5 million to complete the repairs to the Hillcrest Towers building.
K. Executive Directors Report -Written report was reviewed by the board.
There being no further business, meeting was adjourned until the next scheduled Annual
Meeting on October 25, 2012 at 6:00 p.m.
