HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
6:00 p.m., March 24, 2011, in the City Administration Building, Room 111, Fayetteville,
AR.
Leon Jones, Jr., Chairman called the meeting to order at approximately 6:00 p.m.
Commissioners Present: Leon Jones, Jr., Olivia Horn, Hugh Earnest,
Matthew Cabe and Brittany Kendrick
Commissioners Absent: None
Others Present: Fredia Sawin and Laura Higgins (Fayetteville Housing
Authority)
Old Business
None
New Business
A. Approval of Minutes of Previous Regular Meeting -Mr. Earnest motioned to
accept the February 24, 2011 Regular Meeting Minutes, seconded by Mr. Cabe
and carried unanimously.
B. Approval of February 2011 Financial Statements -No corrections or changes to the
February 2011 Financial Statements and the board approved unanimously.
C. Approval of Resolution No. 893 to Void Checks from Fayetteville Housing
Authority Funds Outstanding over Six Months from Date of Issuance -Mr. Earnest
motioned to accept Resolution No. 893, seconded by Mr. Cabe and carried
unanimously.
D. Approval of Resolution No. 894 Approving Execution of Contract for
Administrative Plan and Admissions and Continue Occupancy Policy (ACOP)
Consulting Services -Mr. Cabe motioned to accept Resolution No. 894, seconded
by Mr. Earnest and carried unanimously.
E. Approval of Resolution No. 895 Approving a Salary Budget for Hillcrest Towers
Community Center from the Pilot (Payment in Lieu of Taxes) -Mr. Earnest
motioned to accept Resolution No. 895, seconded by Mr. Cabe and carried
unanimously.
F. Approval of Resolution No. 896 Approving Conveyance of Property
(Approximately 2 Acres Adjacent to Morgan Manor) to Partners for Better
Housing for a Section 202 Project -Mr. Earnest motioned to accept Resolution No.
896, seconded by Ms. Kendrick and carried unanimously.
G. Discussion of Next Steps to improve Our Best Practices as a Board -Mr. Jones
made his presentation and requested that the board be thinking of ways to
improve "our best practices as a board". Any ideas need to be emailed to Mr.
Jones who will get with Ms. Sawin and then approved ideas will be discussed at
the board retreat which is scheduled for May 13th and 10, 2011.
H. Review Next Five Year Spending Projections for the Capital Fund Program and
Open Conversation about Securing Money to Purchase a Lot Adjacent to the
Houses at Willow Bend Project and Begin Planning to Place a Generator of
Sufficient Size for Hillcrest Towers -Mr. Earnest gave his presentation and
discussion was made. Mr. Earnest requested that Ms. Sawin lay out a request to
see if there is money in the Capital Funds to address the issue of the generator and
moving it up as a priority. Ms. Sawin will discuss with HUD concerning the issue
of using Capital Funds to purchase land and report back to the board.
I. Executive Directors Report -Ms. Sawin reviewed her written report. Ms. Sawin
explained that the board needed to consider whether to add to their Agency Plan
to include the demolition of either the entire project at Lewis Plaza or if they just
want to tackle removing building #15 and replacing it with terraces to alleviate
any further problems. Ms. Sawin will check into a demolition contract with HUD
if the board decides to redo the entire project however if the board just desires to
remove building #15 then HUD approval is not necessary. Mr. Jones concluded
that the generator and the demolition issue are the two most important items at
this time in moving forward with the Capital Fund Program. Mr. Jones requested
that Ms. Sawin provide a plan as to how these two items can be accomplished.
Ms. Horn requested to attend the one day training at the NAHRO Meeting in N.
Little Rock, AR.
There being no further business, meeting was adjourned until the next scheduled Regular
Meeting on April 28, 2011 at 6:00 p.m.
