HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
5:30 p.m., December 16, 2008, in the City Administration Building, Room 326,
Fayetteville, AR.
Olivia Horn, Chairperson called the meeting to order at approximately 5:30 p.m.
Commissioners Present: Hugh Earnest, Deborah Olsen, Olivia Horn,
Mark Kinion and Leon Jones, Jr.
Commissioners Absent: None
Others Present: Fredia Sawin, Laura Higgins (Fayetteville
Housing Authority), and Beautiful Gibson
Olivia Horn announced that the annual Public Housing Christmas Party last night was a
great success and publicly thanked all who contributed including the Fayetteville
Housing Authority staff and residents, Lioneld Jordon, Mary Marsh from Channel 5, the
Fayetteville Fire Dept., The Church of Jesus Christ of Latter Day Saints, John Nock and
Wes from Burger Plus and all of the others who contributed to this wonderful night.

New Business
A. Approval of Minutes of Previous Regular Meeting -Mr. Kinion motioned to accept
the November 18, 2008 Regular Minutes, seconded by Ms. Olsen and carried
unanimously.
B. Approval of October 2008 Financial Statements -Ms. Sawin explained that this is
the final draft of the October 2008 Financial Statements. Ms. Sawin is still
working on getting Lindsey and Associates up for a future meeting with the board
and Mr. Earnest expressed his desire that this occur within the next couple of
months. The board reviewed the statements and then Ms. Olsen motioned to
accept the October 2008 Financial Statements, seconded by Mr. Kinion and
carried unanimously.
C. Approval of November 2008 Financial Statements -Mr. Kinion motioned to accept
the November 2008 Financial Statements, seconded by Mr. Earnest and carried
unanimously. 11
D. Election of New Board Member -5 Year Term December 28, 2008 to December
28, 2013 -Ms. Horn announced that many wonderful people applied for the open
board position and it was a difficult decision. Mr. Kinion motioned to accept Ms.
Beautiful Gibson as the newest board member, seconded by Mr. Jones and carried
unanimously. Ms. Horn then thanked Ms. Olsen for her dedicated service to the
Fayetteville Housing Authority which was unanimously supported by all present.
Ms. Olsen will remain on the board of the Partners for Better Housing.
E. Executive Directors Report -Ms. Sawin reviewed her written report. Mr. Earnest
asked that at the next meeting Ms. Sawin indicate the full name of the programs
instead of their acronyms on the Executive Director Report to help the board
members keep up as there is getting to be so many different ones. Mr. Earnest
also requested that a resolution be presented at the next regular meeting to adopt
the policy clearly expressing the intent of the Housing Authority to appoint
someone who is a resident/participant of the Authority when future vacancies
occur in this particular position.
There being no further business, meeting was adjourned.
