HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
5:30 p.m., May 20, 2008, in the City Administration Building, Room 326, Fayetteville,
AR.
Olivia Hom, Chairperson called the meeting to order at approximately 5:30 p.m.
Commissioners Present: Hugh Earnest, Deborah Olsen, Olivia Horn,
and Mark Kinion
Commissioners Absent: Leon Jones, Jr.
Others Present: Fredia Sawin, Laura Higgins (Fayetteville Housing
Authority) and Ryan Lilly (Liberty Bank)
Old Business

New Business
A. Approval of Minutes of Previous Regular Meeting -Mr. Kinion motioned to accept
the April 15, 2008 Regular Meeting Minutes, seconded by Mr. Earnest and
carried unanimously.
B. Approval of April 2008 Financial Statements -Motion was made by Mr. Kinion to
accept the April 2008 Financial Statements, seconded by Ms. Olsen and carried
unanimously.
C. Approval of Resolution #812 -Approval of Submission and Certification of
Compliance for the Public Housing 2008-2012 Standard Five Year/Annual Plan -
Ms. Sawin explained that this is the certification and submission to show HUD
that the Housing Authority is in compliance. It also shows the goals and the plans
for the next five years. Once approved a copy is given to the City of Fayetteville
to make sure it is in compliance with them as well. This plan was mailed in
advance to the board members for their review and questions were asked. Mr.
Kinion then motioned to accept Resolution #812, seconded by Ms. Olsen and
carried unanimously.
D. Approval of Resolution #813 -Approval of Submission and Certification of
Compliance for the Section 8 Voucher Program 2008-2012 Standard Five/Annual
Plan -Ms. Sawin explained this is the same plan only for the Section 8 Rental
Assistance Program. Motion was made by Ms. Olsen to approve Resolution
#813, seconded by Mr. Earnest and carried unanimously.

E. Approval of Resolution #814 -Authorizing the Housing Authority of the City of
Fayetteville, Arkansas to Request Proposals from Qualified Firm(s) to Assist with
Preparing Grant and Financial Applications for Developing New and
Replacement Affordable Housing for Low -Income Families in Fayetteville, AR-
Ms. Sawin explained that the proposal is done on a task basis only and the
selected firm will only be paid forjobs completed. Ms. Sawin also advised that
the board needed to follow the procurement policies of the Housing Authority
especially if HUD funds are or could be used. Ms. Olsen motioned to accept
Resolution #814, seconded by Mr. Earnest and carried unanimously. Ms. Sawin
will send out the RFP's on May 21, 2008.
F. Executive Directors Report -Ms. Sawin reviewed her written report. Ms. Horn
reviewed the Spring NAHRO commissioners training she attended and how
informative it was. The board was encouraged to go over the policies of the
Housing Authority. Ms. Olsen volunteered to review these policies and discuss
them with Ms. Sawin. Mr. Earnest requested that Ms. Sawin meet with a
representative of the Arvest Bank and the Bank of Fayetteville before the next
regular meeting and discuss loan options. Ms. Horn discussed the possibility of
moving the regular meeting time to earlier in the day. The board agreed that the
current time is working out fine and agreed that they did not wish to change it at
this time.
There being no further business, meeting was adjourned.
