HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
5:30 p.m., February 19, 2008, in the City Administration Building, Room 326,
Fayetteville, AR.
Olivia Horn, Chairperson called the meeting to order at approximately 5:30 p.m.
Commissioners Present: Hugh Earnest, Leon Jones, Jr., Deborah Olsen,
Olivia Horn
Commissioners Absent: Mark Kinion
Others Present: Fredia Sawin and Laura Higgins (Fayetteville Housing
Authority)

New Business
A. Approval of Minutes of Previous Regular Meeting -Ms. Olsen motioned to accept
the January 15, 2008 Regular Meeting Minutes, seconded by Mr. Earnest and
carried unanimously.
B. Approval of January 2008 Financial Statements -Mr. Earnest requested that Ms.
Sawin check with Lindsey and Company to see if they can break down the
expenses and revenue for each public housing site. Mr. Earnest felt this would be
helpful to see which sites are loosing money or making money and that it can be a
help in the future in making decisions. Ms. Sawin will check and advise as to
whether this can be accomplished. Ms. Hom also requested that another meeting
with David Land of Lindsey be scheduled in the future. Ms. Sawin will check
and make arrangements. Motion was made by Mr. Earnest to accept the January
2008 Financial Statements, seconded by Ms. Olsen and carried unanimously.
C. Presentation of Service Certificate to Richard Royal -Due to Mr. Royal's absence
because of the flu, the board publicly thanked Mr. Royal for his service. The
service certificate will be signed and mailed to Mr. Royal for his dedicated work
as a board member. A thank you letter from Mr. Royal was read by Ms. Sawin.
D. Update from Hugh Earnest on Partners For Better Housing Luncheon Meeting
Held on February 4, 2008 -Mr. Earnest reviewed the Partners for Better Housing
Meeting for Ms. Olsen as she was unable to attend. Mr. Earnest felt like the
attorney needed to be contacted to advise how to keep the distinction between
Partners for Better Housing and the Fayetteville Housing Authority so that no
missteps will be taken by the board. Mr. Earnest will be inviting Mr. Steve Clark
who has done work for the Fort Smith Housing Authority to attend a future
Partners for Better Housing meeting. Mr. Earnest challenged the board members
to bring one to two names of individuals who may want to assist on the Partners
for Better Housing board. Ms. Hom requested that Ms. Sawin found out if these
meetings can be televised in the future and to make the necessary arrangements.
E. Executive Directors Report -Ms. Sawin reviewed her written report. Ms. Sawin
requested that the board members who wish to attend the Spring NAHRO meeting
in April need to contact her by February 25, 2008 so that reservations can be
made. Ms. Horn also announced that the shot clinic for the public housing
resident animals was a great success and they hope to do it twice a year in the
future.
There being no further business, meeting was adjourned.
