THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
5:30 p.m., September 11, 2007, in the City Administration Building, Room 111;
Fayetteville, AR.
Richard Royal, Chairperson called the meeting to order at approximately 5:45 p.m.
Commissioners Present: Richard Royal, Deborah Olsen, Mark Kinion and Olivia
Horn
Commissioners Absent: None
Others Present: Fredia Sawin and Laura Higgins (Fayetteville Housing
Authority)
Old Business
A. Executive Director's Annual Job Evaluation -The board presented their job
evaluations to Ms. Sawin. Ms. Horn commended Ms. Sawin on a job well done
• along with the staff of the Housing Authority. Ms. Horn and Mr. Royal suggested
to try and do more outreach with the community and gain more good public
relations. The board will turn in their written evaluations to Ms. Sawin at the end
of the regular meeting.
B. Election of New Board Member -Ms. Sawin gave each board member a copy of the
ad placed showing that the opening was extended until September 27, 2007. Mr.
Royal requested that if no new applications were submitted for the opening that a
special meeting be conducted to decide on the one application previously
submitted so that person can be present at the next regular meeting. Ms. Sawin
will contact the board on Friday, September 28, 2007 and advise if there were any
other applications received, if not the Special Meeting will be scheduled for
Monday afternoon, October 1, 2007 at 5:30 p.m. at the Housing Authority office.
Consent Agenda
A. Approval of Minutes of Previous Regular Meeting -Ms. Olsen motioned to accept
the August 21, 2007 Regular Meeting Minutes, seconded by Ms. Horn and carried
unanimously.
B. Approval of August 2007 Financial Statements -Ms. Olsen motioned to accept the
August 2007 Financial Statements, seconded by Ms. Horn and carried
unanimously.

New Business
• C. Approval of Resolution No. 796 Approving Annual Salary Increases -Ms. Sawin
advised that the raises are based upon a cost of living increase. Ms. Horn
motioned to accept Resolution No. 796 including the same increase be applied to
Ms. Sawin's current salary, seconded by Ms. Olsen and carried unanimously.
D. Approval of Resolution No. 797 Authorizing Execution of Disaster Housing
Assistance Program Grant Agreement -Ms. Sawin reviewed the new program with
the board. Ms. Sawin advised that in addition to the original 55, the Housing
Authority may end up with 13 from Springdale and 27 from Benton County. Ms.
Sawin will be hiring an individual to carry this new load and a RFP will be
submitted for the case management part of the program. Ms. Olsen motioned to
accept Resolution No. 797, seconded by Mr. Kinion and carried unanimously.
E. Approval of Resolution No. 798 Adopting Increase in Flat Rent Policy -Ms. Sawin
reviewed the flat rent policy to the board and how it works. Ms. Sawin advised
that these rents had not be increased for the past two years and that even with the
increase, these amounts are well below market rent in the area. Ms. Horn
motioned to accept Resolution No. 798, seconded by Ms. Olsen and carried
unanimously.
F. Executive Directors Repot -Ms. Sawin reviewed her written report. Mr. Royal
requested that Ms. Sawin send him a copy of the RFP for the case management of
the DHAP Program for his review.
There being no further business, meeting was adjourned.

• AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Special Session at
5:30 p.m., October 1, 2007 at the Fayetteville Housing Authority office, #1 North School
Ave., Fayetteville, AR.
I. Richard Royal, Chairperson called the meeting to order at approximately 5:30 p.m.
Commissioners Present: Richard Royal, Olivia Horn, Mark Kinion and
Deborah Olsen
Commissioners Absent: None
Others Present: Fredia Sawin (Fayetteville Housing Authority)
II. Election of New Board Member to Fill Position for Term Expiring
12/28/2010- Motion was made by Mark Kinion to approve Hugh Earnest to
fill the Board Member position expiring 12/28/2010, seconded by Ms. Horn
and carried unanimously.
• In other business Ms. Horn announced that she would be attending a poverty workshop
on October 19, 2007 if anyone else was interested they are welcomed to attend. Ms.
Horn also mentioned that the Housing Authority received an award at the Fall NAHRO
meeting for being a high performer in Public Housing.
There being no further business, meeting was adjourned.
