HomeMy WebLinkAbout2006-09-19 - Minutes - ArchiveMINUTES OF THE SEPTEMBER 19, 2006 REGULAR MEETING OF THE • HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:00 a.m., September 19, 2006, in the City Administration Building, Room 326, Fayetteville, AR. Betty Turner, Vice -Chairperson called the meeting to order at approximately 8:00 a.m. Commissioners Present: Janet Richardson, Deborah Olsen Richard Royal and Betty Turner Commissioners Absent: None Others Present: Fredia Sawin, Laura Higgins (Fayetteville Housing Authority), Judith Selle and Shakia Jordan (Peace At Home Family Shelter) • Old Business A. Update on Seven Hills $150,000 Permanent Supportive Housing Grant Proposal - Ms. Sawin reviewed the Housing Authority's current position on the grant proposal. All instructions given to Ms. Sawin in the last meetings had been followed through and now are waiting for further written instructions from HUD and Quadel. Ms. Sawin did apply for the CDBG funds as by the deadline of September 8, 2006 however the determination of funding will not be made until a later time. Ms. Sawin" and Ms. Richardson were able to meet with several HUD employees at the Fall NAHRO conference held in Eureka Springs, Arkansas. Ms. Sawin explained that it is still up in the air on whether we can use our Capital Funds as they are only to be utilized for the Public Housing program and HUD has not confirmed in writing as to whether this would be a possibility. Mr. Slater from HUD suggested that the land at Morgan Manor be looked at and see how many units could be built on the land and then write a project or grant proposal and apply through ADFA for the extra funds to build. Ms. Sawin said that this way the Housing Authority could end up with more than eight units. The other suggestion was to take the vacant.land out of the ACC and apply for a loan using this land as collateral. Mr. Westover suggested applying for project based vouchers and using up tol5% of your current vouchers to use for operating subsidies. Ms. Sawin requested a motion to redo her task order to Quadel to update and cover these issues. Mr. Royal so moved, seconded by Ms. Olsen and carried unanimously. 0 B. Executive Director's Annual Evaluation -Job Function Determination -Ms. Sawin • only received four of the evaluation forms back. Mr. Royal will complete his today and turn in to Ms. Sawin by the end of the day. New Business A. Approval of Minutes of Previous Regular Meeting -Ms. Olsen motioned to accept the August 15, 2006 Minutes, seconded by Ms. Richardson and carried unanimously. B. Approval of Minutes for Special Meeting on August 181h, 2006 -Mr. Royal motioned to accept the August 18, 2006 Minutes, seconded by Ms. Olsen and carried unanimously. C. Approval of Minutes for Special Meeting on September 7`h, 2006 -Ms. Richardson motioned to accept the September 7'h, 2006 Minutes, seconded Ms. Olsen and carried unanimously. H. Proposal from Peace At Home Family Shelter Requesting the Board to Consider a Policy of Granting Preference for Public Housing or Section 8 Housing for Women who are Homeless due to Domestic Violence -Ms. Selle and Ms. Jordan gave their presentation to the board concerning their desire for a preference for women of domestic violence. Questions were asked by the board and comments made concerning this issue. Ms. Selle and Ms. Jordan were thanked by the board for their time and presentation. Ms. Sawin explained that the new law going into effect is to protect women of domestic violence from loosing their housing once they get in place. This is a new law and the regulations have not been set yet by • HUD and as soon as they are, then the Housing Authority will update the Section 8 and Public Housing plans. Ms. Sawin stated that there are a lot of options and they will be addressed in the future. The board agreed to wait for the regulations to come out to address this issue and get back with Peace At Home. D. Approval of August 2006 Financial Statements -Mr. Royal moved to accept the August 2006 Financial Statements, seconded by Ms. Richardson and carried unanimously. E. Approval of Resolution No. 777 -Resolution Approving Annual Salary Increases - Ms. Sawin explained that this years annual raises were based upon the cost of living increase as published by the federal government. The increase was a 3.7% across the board excluding the executive director due to her evaluation not being completed at this time. The board will reconvene on September 28, 2006 to complete the executive director's evaluation and discuss any possible increase. Mr. Royal will contact Ms. Sawin and let her know if an Executive Session is required or a special meeting. If an increase is approved it will be retroactive to October 1, 2006. Mr. Royal motioned to accept Resolution No. 777, seconded by Ms. Olsen and carried unanimously. F. Approval of Resolution No. 778 -Resolution to Charge off Delinquent Accounts of Former Tenants for Period 06/01/06 — 09/30/06 -Ms. Olsen motioned to accept Resolution No. 778, seconded by Ms. Richardson and carried unanimously. 0 11 • 40 G. Approval of Resolution No. 779 -Resolution Authorizing the Write -Off of Certain Non -Expendable Equipment that was Junked -Mr. Royal motioned to accept Resolution No. 779, seconded by Ms. Olsen and carried unanimously. I. Resignation of Board Member -Ms. Sawin passed around the copy of the letter from Dr. Robin Ross advising that she was resigning her post from the board effective immediately. This resignation was accepted by the board members and a request for Ms. Sawin to write up a letter of thanks for her services. Ms. Sawin and the board will start the process of filling this vacant board position. J. Executive Directors Report -Ms. Sawin reviewed her written report and advised the board members as soon as she knows the exact date of the ribbon cutting for the Lewis Plaza playground equipment, she will let them know. Ms. Sawin stated that the incinerator issued has been resolved and closed and also the Section 8 SEMAP score which was appealed by the Housing Authority has been increased from 88% to 100%. An award was given to the Housing Authority at the Fall NAHRO conference. There being no further business, meeting was adjourned. The Lewis Plaza Play Ground Equipment should be breaking ground within the next couple of weeks. ARKOMA Playgrounds & Supply promises to have it completed by the second week of October, 2006. I will notify the Board of the ribbon cutting date. 2. Public Housing has 3 vacancies, 1 at Willow Heights, 1 at Lewis Plaza, 0 at Hillcrest Towers, and 1 at Morgan Manor. The Section 8 Program is full. The Shelter Plus Care Program has 6 participants and the Disaster Voucher Program has 5 participants. 3. The Hillcrest Towers incinerator issue has been • resolved and sufficiently closed. There had to be a public notice in order to close the matter and after the notice was published, there was no objection filed. The letter from Mr. Crouch is enclosed in your Board Packets. 4, The Little Rock HUD Office has reviewed our appeal to the Section 8 SEMAP score for our fiscal year 2005. There was apparently some sort of computer problem which lowered our score from 100 to 88. In the past year we have helped hundreds of women and children establish violence -free homes and lives. When a woman is fleeing a domestic violence situation, most often she, along with her children, is forced to leave her home. She is most often without financial or emotional resources. Finding a safe and affordable place to live is her first challenge. Without a place to live, she has little choice but to take her children and herself back into a damaging and dangerous situation. The impact on children witnessing domestic violence is very significant and it is crucial to get the children with their mothers into a safe home as quickly as possible. We currently collaborate with many agencies in the community in our quest to provide survivors with the chance to live violence -free lives. Your agency has been an extremely important component of this collaboration. We request that your board consider a policy of granting preference for public housing or Section 8 housing for women who are homeless due to domestic violence. HUD guidelines encourage such a guideline. In Arkansas there are at least six Public Housing Authorities that we know of that currently give preference or expedited services to income -eligible victims of domestic violence. Having expedited housing for the women and children we serve would increase the likelihood that survivors are able secure safe and affordable housing and to live violence -free lives. Such a policy will not only help the women, but will benefit the many children who need and should have safe housing their mothers can afford. • We would greatly appreciate if you would consider this proposal and we would be more than happy to provide you additional information or meet with your board about our proposal.
