HomeMy WebLinkAbout2006-09-07 - Minutes - Archive91 MINUTES OF THE SEPTEMBER 7, 2006 SPECIAL MEETING OF THE HOUSING • AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Special Session at 8:30 a.m., September 7, 2006 in the City Administration Building, Room 326, Fayetteville, AR. Robin Ross, Chairperson called the meeting to order at approximately 8:30 a.m. Commissioners Present: Robin Ross, Janet Richardson and Deborah Olsen Commissioners Absent: Richard Royal and Betty Turner Others Present: Fredia Sawin and Laura Higgins (Fay. Housing Auth.) and Hugh Ernest (Seven Hills Board) II. Further Discussion of Seven Hills $150,000 Grant Proposal -Ms. Sawin outlined her completed tasks. Jesse Westover was contacted to set up a meeting with HUD, but at this time they will be busy at least for the next couple of weeks. A letter asking questions from the last special meeting was • sent to Jesse Westover and Jim Slater and there has been no response back yet. Ms. Sawin has also spoken with Quadel (housing consultants) and also Dr. Ross. Dr. Ross advised that Quadel will review the proposal and advise whether it would be in the best interest of the Housing Authority. Ms. Sawin also provided the potential cost of running these eight units along with the monthly income generated. According to these figures the Housing Authority would be loosing money to operate. The only possibility would be if you could obtain operating subsidies. Ms. Richardson and Ms. Olsen attended the meeting with Seven Hills on August 25, 2006. Ms. Olsen and Ms. Richardson reviewed what occurred at this meeting and it was determined that Seven Hills had a deadline for an answer of September 8, 2006. Dr. Ross summarized the Housing Authority's status and determined that the answers needed have not been given and more time is necessary in order to proceed. Mr. Ernest explained that the deadline was only given because this is the last day you can submit for CDBG funds with the City of Fayetteville and not the actual proposal itself. Ms. Sawin advised that the Housing Authority was already submitting a request for the playground equipment at Morgan Manor and that you would be competing against yourself by requesting another proposal for $75,000.00 for matching funds. Discussion was made by the board, Ms. Sawin and Mr. Ernest concerning this matter. Ms. Richardson then made a motion to extend the deadline for an answer an additional 30 days but do not apply for the CDBG funds. Further discussion was made and Ms. Richardson • withdrew her motion. Dr. Ross motioned to apply for the CDBG funds of $75,000.00 and ask for an additional month to make a final decision to Seven Hills, seconded by Ms. Olsen and carried unanimously.
