• AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Special Session at
12:00 p.m., August 18, 2006 at 1251 N. Leverett, Fayetteville, AR.
Robin Ross, Chairperson called the meeting to order at approximately 12:00 p.m.
Commissioners Present: Robin Ross, Betty Turner, Janet Richardson
Richard Royal and Deborah Olsen
Commissioners Absent: None
Others Present: Fredia Sawin and Laura Higgins (Fay. Housing Auth.)
Old Business
A. Further Discussion of Seven Hill $150,000 Grant Funding for Transitional
Housing Proposal -Further discussion was made concerning the building of eight
units of transitional housing on the Morgan Manor site. Ms. Sawin discussed this
• issue with Jesse Westover at the HUD office and he referred her to Bob Taylor
who is filling in for John Munday. Mr. Taylor stated that the Housing Authority
needs to get with Mr. Slater and verify that everything that the Housing Authority
is planning on doing complies with the grant. Ms. Sawin also stated that the
housing would be permanent and not transitional. It was also discovered that
because this is a different pot of money from HUD you cannot use the current
maintenance men or office staff to operate this building. Ms. Sawin advised that
you would have to have some way of generating operating subsidies to pay for the
cost of managing them. Ms. Sawin has also spoke with Melody with Quadel and
she would like to research this proposal and see if it would benefit our agency.
Dr. Ross felt we should continue to move forward until we are told there is no
way to do this. Mr. Royal requested Ms. Sawin to figure out what it would cost
monthly to operate and draw up a report for the board members. Ms. Sawin will
send a task statement to Quadel and write letters to Mr. Slater and Mr. Westover
with HUD for their review. Dr. Ross and Ms. Richardson will be attending the
meeting with Seven Hills on August 25, 2006 and will report back on what they
learn. If three or more board members decided to attend this meeting, the media
will be notified. It was also suggested that a meeting with Ms. Sawin, the board,
Jesse Westover, Jim Slater and John Munday would be a great thing to try to get
together. Dr. Ross suggested maybe this could be done within the next couple of
months.
