HomeMy WebLinkAbout2005-10-18 - Minutes - Archive• • • MINUTES OF THE OCTOBER 18, 2005 ANNUAL MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Annual Session at 8:00 a.m., October 18, 2005, in the City Administration Building, Room 326, Fayetteville, AR. Robin Ross, Chairperson called the meeting to order at approximately 8:00 a.m. Commissioners Present: Robin Ross, Betty Turner, Janet Richardson, Deborah Olsen and Richard Royal Commissioners Absent: None Others Present: Fredia Sawin and Laura Higgins (Fay. Housing Auth.), Jim Crouch (Fay. Housing Auth. Atty.) Old Business A. Dr. Ross requested that discussion be made on the Fall NAHRO meeting conducted at Eureka Springs, Arkansas on September 21 — 23, 2005. Ms. Richardson, Ms. Turner, Ms Olsen and Mr. Royal all attended and concluded that it was a great meeting and very informative. New Business J. Annual Evaluation of Executive Director -This item was moved up on the agenda to go ahead and allow Mr. Crouch to give his presentation. Mr. Crouch reviewed the reasons to go into executive session and that the board would only have to if reprimanding or terminating an employee. The board concluded that it was not necessary to go into executive session. Dr. Ross went over Ms. Sawin's employee evaluation and concluded that it needed to be a little more simplified. Dr. Ross felt that there were two areas that needed to be looked at over the next year including more training for Ms Sawin to help give her the tools she needs to move forward and also to become more integrated with the City of Fayetteville. Dr. Ross advised that they could look at redoing the evaluation form after meeting with the consultant firm Dr. Ross and the remainder of the board agreed that Ms. Sawin had done a great job over the past year. Motion was made by Ms. Richardson to apply the annual salary adjustment as approved for all other employees of the Fayetteville Housing Authority retroactive to October 1, 2005, seconded by Mr. Royal and carried unanimously. • • A. Approval of Minutes of Previous Regular Meeting -Motion was made by Ms. Olsen to accept the September 20, 2005 Minutes, seconded by Ms. Turner and carried unanimously. B. Approval of September 2005 Financial Statements -Ms. Olsen asked about the accounting for the resale shop. Ms. Sawin explained that this is money for the residents of the Hillcrest Towers building and that the Housing Authority only maintains the accounting for them. Motion was made by Mr. Royal to accept the September 2005 Financial Statements, seconded Ms. Richardson and carried unanimously. C. Approval of Resolution #751 -Adopting Revised Guidelines on Income for Full Time Students in the Section 8 Housing Choice Voucher Program -Ms. Sawin explained that this is a change of rules for countable income on full time students. Income from athletic scholarships for housing costs will now be counted towards income in figuring the rent. Ms. Olsen motioned to accept Resolution #751, seconded by Ms. Turner and carried unanimously. D. Approval of Resolution #752 -Adopting Revised Guidelines on Income for Full Time Students in the Public Housing Program -Ms. Richardson motioned to accept Resolution #752, seconded by Ms. Turner and carried unanimously. E. Approval of Resolution #753 -Adopting Revised Utility Allowances for the Section 8 Housing Choice Voucher Program -Ms Sawin advised that the Housing Authority Looks at the cost of utilities on an annual basis. If it is determined that there is more than a 10% increase, then the allowances have to be increased according to HUD guidelines. Ms. Sawin advised the board that these higher utility allowances will affect the total paid out by the Housing Authority and that it would affect the total number of people that can be helped. Mr. Royal motioned to accept Resolution #753, seconded by Ms. Olsen and carried unanimously. F. Approval of Resolution #754 -Adopting Revised Utility Allowances for the Public Housing Program -Ms. Sawin stated that due to the increase in allowances for Section 8, they also needed to be revised for Public Housing to reflect this increase. Ms. Turner motioned to accept Resolution #754, seconded by Ms. Olsen and carried unanimously. G. Approval of Resolution #755 -Approving Execution of Contract for Public Housing Apartment Painting and Cleaning Services -Per Ms Sawin this is a continuation of the contract used over the last year. The contract was originally done for only one year to see how it would work out and the cost did end up being under budget. Ms. Sawin advertised for bids and only received one which was the person used last year. This contract will be for a two year period and includes a 10% increase. Ms Olsen motioned to approved Resolution #755, seconded by Ms Richardson and carried unanimously. H. Approval of Resolution #756 -Approving Execution of Contract for Hillcrest Towers Watchman/Cleaning Services -Ms. Sawin explained that this is a new contract for watchman/cleaning services. This position previously was a Housing Authonty hire, however Ms. Sawin felt it would be cheaper to hire this position out through contract labor. Ms. Richardson suggested the contract be amended for one year in lieu of being a two year contract. Ms Olsen then motioned to • accept Resolution #756 with this amendment, seconded by Mr. Royal and carried unanimously. I. Annual Meeting Election of Board Chairman and Vice Chairman -Dr. Ross reviewed her goals as Chairperson over the past year which included the board getting better press, for the board to educate the public on what they do and to begin to move out in different directions with better relationships with the City and becoming more diverse in funding. Dr. Ross stated that the board was headed in the right direction, but felt there was more to be done. Dr. Ross requested that in order to complete these goals that she be granted another year as chairperson. Mr. Royal nominated Dr. Ross for Chairperson, seconded by Ms. Olsen and carried unanimously. Dr. Ross nominated Ms. Turner for Vice Chairperson. Ms Richardson motioned to accept, seconded by Dr. Ross and carried unanimously. J. Executive Directors Report -Ms Sawin announced that the City of Fayetteville CDBG office had approved their application for a grant which will be included in their 2006 Action Plan to install playground/recreation improvements along with an additional room on the Willow Heights Head Start Building. Ms Sawin also advised that the Housing Authority has assisted around 66 evacuee families through the ADFA/FEMA KARE program and are expecting to help more. The board commended the Housing Authority staff for their extra hard work in operating this additional program. Quadel Consulting has selected two dates for their site visit. Dr. Ross and Ms. Sawin compiled a list of other people that could be invited to attend which includes Yolanda Fields, city council members within the site areas, members of the planning commission and the mayor. Ms. Richardson suggested members from the N.W. Arkansas Housing Coalition. Ms. Sawin will also get a List of suggestions from Quadel Consulting. Mr. Royal will invite John Squires. The board agreed to pick the week of November 14 to 16, 2005. Ms. Olsen announced that there will be a Halloween party conducted at Lewis Plaza on Friday, October 28, 2005. There being no further business, meeting was adjourned. We have received notification from the City of Fayetteville Community Development Block Grant Office that our Public Housing projects for playground/recreation improvements and the project to build an additional room on the Willow Heights Head Start (for handicap children) will be included in their 2006 Action Plan. Please see letter attached 2. Public Housing has 11 vacancies, 3 at Lewis Plaza, 5 at Willow Heights, 1 at Hillcrest Towers and 2 at Morgan Manor. The Section 8 Program is full. 3. The Fayetteville Housing Authority is currently participating in the ADFA/FEMA KARE Program for Hurricane evacuees. We are considered a filtering agent for the funds that are available to Hurricane evacuees for housing, furniture, utilities and deposits. So far we have been instrumental in assisting 66 families to receive these funds. Our agreement with ADFA/FEMA, under the KARE Program, is to inspect the housing, and confer with each evacuee as to what funds they are eligible to receive and submit the receipts to ADFA for payment which we in turn send out to the appropriate agencies. For this service, our agency will receive an administration fee. 4. Quadel Consulting firm has submitted two dates that they have available for the site visit. November 8 - 10, 2005 or November 14 - 16, 2005. We need to let them know which will be best for our agency and the City officials so that they can make their flight arrangements.
