MINUTES OF THE SEPTEMBER 7, 2005 SPECIAL MEETING OF THE HOUSING
AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authoritylnoj(he City of Fayetteville, Arkansas met in Special Session at
8:00 a.m., Septembers, 2005, in the Fayetteville 1 -lousing Authority Office, #1 North
School Ave., Fayetteville, AR.
Robin Ross, Chairperson called the meeting to order at approximately 8:00 a.m.

II. Approval of Resolution #744 -To Temporarily Amend the Section 8
Administrative Plan for the 1 -lousing Choice Voucher Program to Assist in
the "Hurricane Katrina Disaster". -Dr. Ross announced the purpose of this
special meeting was to try and determine if the Housing Authority could do
anything to assist the victims of this disaster. The Resolution is the result of
this purpose and was passed out to each commissioner. Discussion was made
and it was determined that it might be important to look at using preferences
in the future. For now this resolution is temporary and will only last until
October 31, 2005. After further questions and discussion, motion was made
by Ms. Richardson to approve Resolution #744, seconded by Ms. Olsen and
carried unanimously.
III. Approval of Resolution #745 -To Temporarily Amend the Public Housing
Admissions and Continued Occupancy Policy to Assist in the "Hurricane
Katrina Disaster". -Motion was made by Ms. Richardson to approve
Resolution #745, seconded by Mr. Royal and carried unanimously.
There being no further business, meeting was adjourned.

RESOLUTION NO. 744
RESOLUTION TO TEMPORARILY AMEND THE SECTION 8 ADMINISTRATIVE
PLAN FOR THE HOUSING CHOICE VOUCHER PROGRAM TO ASSIST IN THE
"HURRICANE KATRINA DISASTER"
WHEREAS, the Housing Authority of the City of Fayetteville, Arkansas (hereinafter
called the FHA) operates it's Section 8 Housing Choice Voucher Program within the
guidelines set forth by the Department of Housing and Urban Development (hereinafter
called HUD).
WHEREAS, the FHA at this time recognizes a need to assist families who have been
affected by the Hurricane Katrina Disaster", and therefore the Administration Plan needs
to be temporarily revised to reflect changes in requirements of "selection from the
waiting list"
Priority will be given to the families of this federally declared disaster who are current
Section 8 Voucher holders from the declared disaster jurisdiction and once this need is
met, the non -participant disaster victims will be served.
This resolution will temporarily amend the Section 8 Housing Choice Voucher
Administrative Plan under Chapter 4, Section B. "Special Admissions". A preference
will be given to eligible families who still fall under the eligibility requirements as
outlined in Chapter 2, Section A. "Eligibility Factors". The family will be required
to supply verification through FEMA that they are a qualified victim of the "Hurricane
Katrina Disaster". Although the eligible family will be asked to provide the necessary
documentation and be screened as outlined in the Administrative Plan, the Housing
Authority will work with the family and allow them ample time to obtain these records
The family will be given the opportunity to waive the minimum rent requirements under
the guidelines set forth under Section C. "Hardship Requests".
A "voucher" will be issued to qualified families only if the opening and funding is
available. If no funding exists, at the time of application, the family will be placed at the
top of the waiting list until at such time an opening becomes available. If an opening
does not become available before the end of this temporary Resolution, then the family
will be placed on the waiting list in order of their date and time of application.

If a family, who is a current voucher holder, arrives without any documentation, the FHA
will obtain the name and SSN of the Head of Household that holds the voucher. The
FHA will verify the current eligibility by calling the Real Estate Assessment Center at
(888) 245-4860 and asking REAC to verify the family's participation. REAC will
perform the verifications function using current PIC data, and other available
documentation such as the HAP register, to verify that the family is a current voucher
holder. If the family is verified to be a voucher holder, REAC will then transmit an
acknowledgment form (see attached form) and the PIC 50058 from PIC verifying the
tenant exist in the system.
Families who are current voucher holders, will be handled as a portability voucher in
which the FHA becomes the receiving Housing Authority administering the voucher but
the billing will be sent to the HUD instead of the initial Housing Authority. The FHA
will be receiving instructions from the HUD on where to bill.
BE IT RESOLVED by the Commissioners of the FHA that this resolution be adopted,
amending the Section 8 Housing Choice Voucher Program Administrative Plan be a
temporary amendment effective from September 6th, 2005 and ending effective October
31st, 2005, and that also this amendment be considered "not significant" so as to waive
the provisions of the formal notice and so as to allow an immediate solution to allow this
preference to the "Hurricane Katrina Disaster" as a natural extension of our commitment
to help those in need of housing.

RESOLUTION TO TEMPORARILY AMEND THE PUBLIC HOUSING
ADMISSIONS AND CONTINUED OCCUPANCY POLICY TO ASSIST IN THE
"HURRICANE KATRINA DISASTER"
WHEREAS, the Fayetteville Housing Authority of the City of Fayetteville, Arkansas
(hereinafter called the FHA) operates it's Public Housing Program within the
guidelines set forth by the Department of Housing and Urban Development
(hereinafter called HUD).
WHEREAS, the FHA at this time recognizes a need to assist families who have been
affected by the "Hurricane Katrina Disaster", and therefore the Admissions and
Continued Occupancy Policy needs to be temporarily revised to reflect changes in the
requirement of "tenant selection and assignment plan".
Priority will be given to the families of this federally declared disaster who was a resident
of Public Housing from the declared disaster jurisdiction and once this need is met, the
non-resident disaster victims will be served.
This resolution will temporarily amend the Public Housing Admissions and Continued
Occupancy Policy under Chapter 2, Section A. "Qualification for Admission". The
eligible family will be required to supply verification through "FEMA" that they are a
qualified victim of the "Hurricane Katrina Disaster". The FHA will waive the Landlord
and Character reference requirements. However, all other requirements will remain in
place. Although the eligible family will be asked to provide the necessary documentation
as outlined in the Admissions and Continued Occupancy Policy, the FHA will work with
the eligible family and allow ample time for them to obtain these records The eligible
family will be required to sign a lease, pay a security deposit and turn the utilities (gas
and electric) on in their name. The eligible family will be given the opportunity to waive
the minimum rent requirements under the guidelines set forth in the Occupancy Policy
under "Hardship Requests".
The eligible family will be placed in a FHA vacant unit which is ready to rent. If there
are no units available at the time of application, the family will be placed on the top of
the Public Housing Waiting List until a unit becomes available and ready to rent. If a
unit does not become available before the end of this temporary Resolution, then the
eligible family will be placed on the Public Housing Waiting List in order of their date
and time of application.
