THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Special Session at
8:30 a.m., September 30, 2004, in the City Administration Building, Room 326,
Fayetteville, AR.
Janet Richardson, Chairperson, called the meeting to order at approximately 8:30 a.m.

New Business
Special meeting of the Fayetteville Housing Authority was requested of Seven Hills to
discuss the possible land acquisition or leasing of Fayetteville Housing Authority land
adjacent to Morgan Manor Apts. This meeting was called to give Seven Hills the
opportunity to present their proposals and also to give the area residents of southeast
Fayetteville the chance to voice their opinion to this issue. Ms. Richardson asked that
each person hold their statements to no longer than 10 minutes each.
Kim Gross addressed the council first and outlined their plan and proposal of the
transitional housing they would like to place on the property next to Morgan Manor. M:
Gross advised that this site was the first choice due to its location. Other representatives
of Seven Hills voiced their opinion and support for this site and the need for this type of
housing and the services it can offer to those in need and who would qualify.
Residents of the area voiced questions and their concerns to the board and Seven Hills
Representatives. Some residents felt that the Housing Authority could use this land for
better purposes and other uses. It was determined by these individuals that there was not
enough shared information with the area neighborhood association and also the Morgan
Manor tenants and would like to see Seven Hills get with them for a special meeting to
explain their idea further and hopefully ease any fears that the residents may have. The
area residents also want to make sure that if the Housing Authority does accept this
proposal that they look carefully at the plans and make sure that it will lift up the
neighborhood and not tear it down.
After concerns were voiced by the audience, Ms. Richardson opened up questioning from
• each board member and any concerns each one of them may have. Questioning started
with Ms. Ross who felt that the meeting suggested by the residents should be held before
any decision is made by the board as it is important to have the support of everybody
involved. Also, Ms. Ross requested that Seven Hills must prove that this would be a
benefit to Morgan Manor residents as this is a requirement of HUD before approval can
be granted. Ms. Ross also expressed that there be enough available green space left after
construction. Ms. Richardson stated that she has talked with John Munday and Jesse
Westover from HUD and they have advised that Seven Hills will have to prove that this
project will benefit at least two-thirds of the population at Morgan Manor and that they
must be specific as to how this will be accomplished.
After Mr. Royal, Ms. Turner and Ms. Sawin voiced any questions they had, Ms. Ross
motioned that Seven Hills provide the following information:
-A copy of Seven Hill's lease agreement so it can be reviewed by the I -IA attorney.
-Exact criteria for admission, etc... and educate the board on the differences in HUD
policy versus Seven Hill's policy.
-See the actual drawings of the proposed building(s) and surrounding area.
-Have a public meeting with the area residents and report the results.
-How it will benefit two-thirds of the Morgan Manor tenants.
-Have a public meeting with the Morgan Manor tenants.
Upon completion of these listed items a decision will be made by the Housing Authority
Board. Ms. Turner motioned to accept, seconded by Mr. Royal and carried unanimously.
• There being no further business, meeting was adjourned.
