MINUTES OF THE REGULAR MEETING OF THE HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
8:00 a.m., Wednesday July 16th, 2003 in the office of the Authority #1 North School
Ave., Fayetteville, Arkansas.
Gary Garton, Chairperson, called the meeting to order.
Commissioners Present: Watson, Garton, Bolin, Richardson
Commissioners Absent: Coleman
Others Present: Fredia Sawin & Mike Atwell (Housing Authority
Maintenance Foreman)
Mr. Bruce Johanson with Johanson Consulting firm presented to the Board his completed
evaluation of salaries and employee job descriptions. The board absorbed this
information and then went Into executive session to discuss the subject further. Any final
decision will be made at an executive board meeting to be held on August 28th, 2003 at
the Bank of Fayetteville.
The Board discussed the issue of the Gazebo concrete pad and the events that led up to
the completion of this project. In conclusion it was determined that there were
miscommunications and there would be no reprimands.
Ms Sawin presented to the board a printed outline of the goals which she as the
Executive Director has proposed and the time frames as to when these goals will be
reached. She also explained the changes made in the staff according to their titles and
years of experience.
Mr. Atwell handed to the board a rough draft of the plans to reconstruct the Housing
Authonty office and what these plans entailed. Ms. Sawin noted to the Board that the
cost of having this work done is close to the procurement policy and with this in mind,
the board would need to make the final decision on how to proceed with the bids. Mr.
Atwell informed the board that money can be saved if the contractor was eliminated and
the overall work split up into two or three bids. Mr. Atwell would be responsible for
getting the bids and overseeing all the work including the paper work . Mr. Garton made
a motion that Mr. Atwell be the responsible person to oversee this project, motion was
seconded by Ms Bolin and carried unanimously.

Ms. Bolin requested that the minutes reflect the fact that she as a board member asked for
a resolution be drawn up to insure that Ms. Sawin be responsible to approve all bills and
bids to the Housing Authority over the amount of one thousand dollars.
The Minutes of the June 18th, 2003 Regular Meeting were approved by motion from Ms.
Richardson, seconded by Ms. Watson and carried unanimously.
The June Financial Statement was approved by motion from Ms. Bolin, seconded by Ms.
Richardson and carried unanimously.
There being no further business, the meeting was adjourned.
