MINUTES OF THE REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville,
Arkansas met in Regular Session at 8:00 a.m., Wednesday
December 18th, 2002 in the office of the Authority 111 North
School Ave., Fayetteville, Arkansas.
Janet Richardson, Chairperson, called the meeting to
order.
Commissioners Present: Richardson, Watson, Childress,
Garton, Clinehens
Commissioners Absent: None
Others Present: Bromo Wilson, Fredia Sawin
The Minutes of the November 20th, 2002 Regular Meeting were
approved by motion, seconded, and carried unanimously.
The November Financial Statement was approved by motion, seconded
and carried unanimously.
Ms. Christine Childress announced to the members of the Board
that she must resign her position at this time due to family and
community obligations that consume a lot of her time. She stated
her regrets for having to leave and she expressed her enjoyment
while serving as a commissioner.
Mr. Bromo Wilson called the Fayetteville City Clerk's office to
see if they have received any applications for a Fayetteville
Housing Authority Commissioner. They acknowledged that they
haven't.
Ms. Richardson directed to Ms. Childress that the Board will
accept her resignation with great reluctance.
Ms. Sawin handed out an application to each commissioner in case
they have someone in mind. Ms. Richardson stated that it might
be more fair to the community if this position, for commissioner,
was advertised.
The Board members and Mr. Wilson briefly discussed the past
Technical Assistance Meeting that was held on December 12th,
2002. The meeting was very long. Some questions not answered
were, how to provide the Housing needed and why there is poverty
in these certain areas. There needed to be more talk about
education and wages etc.
Mr. Garton added that the Banks give a class on how to manage
money. There needs to be more cooperation between the City of
• Fayetteville and the Fayetteville Housing Authority in relation
to providing Housing to those of poverty.
The Board voted unanimously to accept the current changes to the
Public Housing Occupancy Policy and the Section 8 Administrative
Policy. The changes entailed the following:

1. Public Housing Applications will be taken Monday through
Thursday between the hours of 9:00 a.m. to 11:00 a.m. and
2:00 p.m. to 4:00 p.m. at the Fayetteville Housing Authority
o ffice located at )#1 North School Ave., Fayetteville, AR.
(Unless otherwise posted) Applications may also be accepted
through the mail or by appointment if applicant cannot come
into the office at the above times. This will be determined
on a case by case situation and must be for reasons beyond
their control.
2. Public Housing Occupancy Policy definition of an Adult.
An adult is a person who has reached his/her 18th birthday,
o r who has been relieved of the disability of non -age by
the juvenile court. Only persons who are adults shall be
e ligible to enter into a lease agreement for occupancy.
3. Section 8 Applications will be taken Monday through Thursday
between the hours of 9:00 a.m. to 11:00 a.m. and 2:00 p.m.
to 4:00 p.m. at the Fayetteville Housing Authority office
located at l)1 North School Ave., Fayetteville, Arkansas.
(Unless otherwise posted.) Applications may also be accepted
through the mail or by appointment if applicant cannot come
into the office at the above times. This will be determined
on a case by case situation and must be for reasons beyond
their control.
Ms. Watson mentioned to Mr. Wilson that the Adult Center Piano
needs tuned. Mr. Wilson offered that she get it done and send
the Fayetteville Housing Authority the bill. We know that this
e ntertainment is very good for the tenants.
Ms. Watson also thanked Mike Atwell and Mr. Bromo Wilson for
coming to the Hillcrest Tenants Meeting. I think that it is good
for Mr. Wilson to be involved. We need to see what can be done
w ith the elevators, the floors get very dirty and they make a
chug chug noise in the winter when the oil gets cold. The
Highrise Ramblers, music group, has blossomed into a great
Christmas miracle. The Adult Center has an angel tree this year
w ith donations from Washington Regional and Butterfield Trail.
Ruth King, with the Highrise Ramblers, will run a small add in
the Democrat Gazette thanking those who donated time and money to
this cause. All the tenants are very happy with the updated
laundry facilities. The double load washing machine will be put
in after January. The new laundry company comes very promptly
when they are called reporting a problem with the machines. This
is a definite change from the last company.
There being no further business, the meeting was adjourned.
