OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville,
Arkansas met in Regular Session at 8:00 a.m., Wednesday
November 20th, 2002 in the office of the Authority #1 North
School Ave., Fayetteville, Arkansas.
Janet Richardson, Chairperson, called the meeting to
order.
Commissioners Present: Richardson, Watson, Childress,
Garton, Clinehens

for Fayetteville Public Schools)
The Minutes of the October 16th, 2002 Regular Meeting were
approved by motion, seconded, and carried unanimously.
The October Financial Statement was approved by motion, seconded
and carried unanimously.
• Ms. Emily Williams (Homeless Liaison for the Fayetteville Public
Schools) apologized to the board for her failure to appear at the
last meeting. She had a family emergency that was beyond her
control.
Ms. Williams relayed to the board her reservations concerning the
hours in which applications were taken and how this affected her
clients who work and go to school. Could there be some way to
change the hours in which applications for housing are accepted
in order to accommodate these people. Another option would be to
let someone turn in the application for them. This should help
so that they do not have to wait weeks to turn it in.
Ms. Sawin explained that the applicant has to be present to sign
o ther paper work i.e. waiting list confirmation, citizenship
form, lead based paint poisoning form and list of needed
verifications to complete the application process. We also need
them to sign a form that they were informed about the program
they have applied for, the regulations regarding contacts,
✓ easons for drops due to no response and needed verifications not
being brought in by the allotted time. To let someone else turn
in the application takes away the responsibility of the applicant
✓ egarding these regulations to remain on the waiting list.
Mr. Gary Garton suggested, to the board and Ms. Williams, that
• the Housing Authority staff discuss this request and decide if
there is any flexibility that can be considered to remedy this
problem.

After further discussion, the board agreed unanimously to table
this item until the next meeting in December, 2002 so as to allow
the Housing Authority staff to come up with a reasonable plan of
action.
Ms. Richardson announced to the board that according to her
sources, the Technical Assistance Meeting is tentatively
scheduled for Thursday, December 12th at Mt. Sequoyah. Everyone
should get an invitation.
Ms. Richardson read a couple of e-mails from Carol Hart
(Lifestyles Director) concerning some of her clients and some
problems which they have run into when applying under the rules
of two unrelated disabled people living together. Apparently one
of her clients has tried to apply but could not because their
roommate was not disabled. Another incidence happened when a
client tried to apply but her disabled roommate refused to sign
the application paper work to be put on the waiting list. I
called Mr. Crouch (Fayetteville Housing Authority Attorney) to
confirm that the two people living together must both be disabled
to qualify under these rules. I will check with Ms. Laura
Higgins (Section 8 Director) to see what the situation is on
these applicants and what has transpired to date.
There being no further business, the meeting was adjourned.
