OF TIIE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville,
Arkansas met .in Regular Session at. 8:00 A.M. Wednesday
February 18, 1998 in the office of the Authority 111
North School, Fayetteville, Arkansas.
Charles Clinehens, Chairperson, called the meeting to
order.
Commissioners Present: Clinehens, Childress,
Hudspeth, Richardson, Fries
Commissioners Absent: None
Others Present: Bromo Wilson, Fredia Sawin

The Minutes of the January 21, 1998 Regular Meeting were
approved by motion, seconded, and carried unanimously.
The January Financial Statement was approved by motion,
seconded, and carried unanimously.
Hillcrest Roof Space Lease for Cellular Antennae was
approved by notion, seconded, and carried unanimously.
The board discussed the results of the Fayetteville
Housing Authority PHMAP Report which received a
standard grade of 86 clue to vacancies etc.
Ms. Janet Richardson was commended for her time and
effort in reference to finding a replacement goblet for
Ms. Margaret Beebe Apartment 1207 of Hillcrest Towers,
which was broken by a plumber on a maintenance call.
There being no further business, the meeting was
adjourned.

RE• Hilcrest Towers Roof Space Lease for Cellular Antennae
Dear Mr. Wilson,

We are pleased to mform you that the Hillcrest Towers roof space meets the search
criteria of our client, Entel Technologies, Inc. The proposed antennae would consist of a nine
panel array placed on a steel support system at a convenient location on your roof. A small OTS
equipment panel would be placed in the penthouse. Power would be metered and paid for by the
• cellular company. A five (5) year lease with three five year option periods would be offered to the
Housing Authority, with wording approximately the same as the copy of the lease we left with
you during our site visit. The monthly space rent would be $700 per month, with a fifteen percent
(15%) increase applicable to each option period of the lease. Entel would be responsible for all
construction expenses and would work with your roofing contractor to assure there are no leaks
or other maintenance proiblems associated with the installation and operations. Any problems
caused by the installation would remain the responsibility of the cellular provider.

The proposed system is a high frequency transmitter serving the personal communications
system (PCS) digital service needs of cell phone users in Fayetteville. Research has indicated there
are no adverse health effects from the placement and operations of cellular transmission systems.
Radio frequency waves are the same as those currently encountered in the area by other service
providers.
The key components of the lease agreement are clauses allowing for assignmennt of the
lease to other telecommunications companies (they are constantly swaping, merging, etc.) and
termination for obselesence. The approval by your Board of Directors to proceed with
negotiations would allow us to pursue the required permits and plan for construction in the spring
of this year.
