Wednesday November 20, 1996 in the office of the Authority #1 North School, Fayetteville, Arkansas. Janet Richardson, Vice Chairperson, called the meeting to to order. Commissioners Present: Hudspeth, Childress, Clinehens, Richardson Commissioners Absent: Fries Others Present: Bromo Wilson, Fredia Sawin The Minutes of the October 23, 1996 Regular Meeting were approved by motion, seconded, and carried unanimously. The October Financial Statement was approved by motion, seconded, and carried unanimously. RESOLUTION AUTHORIZING THE SUBMISSION OF PUBLIC HOUSING MANAGEMENT ASSESSMENT PROGRAM (PHMAP) CERTIFICATION FOR FISCAL YEAR ENDING 9/30/96. Resolution No. 594 was approved by motion, seconded, and carried unanimously. Mr Wilson reported to the Board on the Bid opening for the 1996 Comp Grant Funds. Two bids were submitted one too high and one too low. Motion was made to readvertise and resubmit bids for the 1996 Comp Grant electrical upgrade for Lewis Plaza and Willow Heights. Motion was seconded, and carried unanimously. There being no further business, the meeting was adjourned. The bid by Craig Electric exceeds the budget, and the bid by Nathaniel Saine Construction Co., Inc. is too low to be reasonable. After comparing it with our cost estimate and discussing it with the Contractor, it is apparent that they were not bidding on the full scope of the work as outlined in the plans and specifications, and they have requested to withdraw their bid. I have included a Bid Tabulation and a list of parties excluded from Federal Procurement, which does not list either Bidder. I am also including a letter for you to send to each Contractor along with their Bid Bond.
