MINUTES OF THE REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular
Session at 8:00 A. M. Wednesday, March 15, 1995 in the office of the
Authority 111 North School, Fayetteville, Arkansas.
Janet Richardson, Commissioner, called the meeting to order.
Commissioners Present: Childress, Richardson, Clinehens
Commissioners Absent: Hudspeth, Fries
Others Present: Bromo Wilson, Fredia Sawin
The Minutes of the February 15, 1995 Regular Meeting were approved by motion,
seconded, and carried unanimously.
The February Financial Statement was approved by motion, seconded, and carried
unanimously.
RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR COMP GRANT WORK FOR 1993 &
1994 FUNDS FOR AR 097001. Resolutin No. 572 was approved by motion, seconded,
and carried unanimously.
RESOLUTION APPROVING EXECUTION OF CONTRACT FOR PLANNING/ARCHITECTURAL/
ENGINEERING SERVICES FOR MODERNIZATION IN ITS COMPREHENSIVE GRANT PROGRAM
• FOR PUBLIC HOUSING AR 097001 & 002 1995/1996 FUNDS. Resolution No. 573 was
approved by motion, seconded, and carried unanimously.

RESOLUTION TO CHARGE OFF DELINQUENT ACCOUNTS OF FORMER TENANTS FOR PERIOD
10/1/94 - 3/31/95. Resolution No. 574 was approved by motion, seconded,
and carried unanimously.
There being no further business, the meeting was adjourned.

RESOLUTION TO CHARGE OFF DELINQUENT ACCOUNTS OF FORMER
TENANTS FOR PERIOD 10/1/94-3/31/95
A resolution of the Board of Commissioners of the Fayetteville Housing
Authority authorizing the charge off of delinquent accounts of certain
former tenants in the AR 97-1 & 2 Housing Projects for period of Oct 1,
1994 thru March 31, 1994.
WHEREAS, in accordance with the Accounting Handbook RHM 7510.0, Chapter 3,
Section 13, certain past due accounts in the AR 97-1 & 2 Low Rent Public
Housing Projects are considered uncollectable and all means of collections
have been exhausted, and there is no reasonable prospect of collections
of such delinquent rents and that the probable cost of further efforts to
collect said rents would not be warranted.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS THAT:
Accounts in the amount designated, due from the former tenants listed
on the attached sheets are hereby authorized to be charged off.

RESOLUTION APPROVING EXECUTION OF CONTRACT FOR
PLANNING/ARCHITECTURAL/ENGINEERING SERVICES FOR
MODERNIZATION IN ITS COMPREHENSIVE GRANT PROGRAM
FOR PUBLIC HOUSING AR 097001 & 002 1995/1996 FUNDS
WHEREAS, the Department of HUD has approved the
Comprehensive Grant Program (CGP) for Public Housing
AR 097001 & 002 and
WHEREAS, the Fayetteville Housing Authority did advertise
for Planning/Architectural/Engineering Services for this
P rogram and
WHEREAS, the Fayetteville Housing Authority has determined
by evaluation of criteria set out in invitations that
the firm of Barge, Waggoner, Summer & Cannon was
considered the best and
WHEREAS, the firm of Barge, Waggoner, Summer & Cannon was
the firm used to file the CPM plan and the firm is the
most familiar with the (CGP) and would be advantageous to
the Housing Authority to use the same firm
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE FAYETTEVILLE HOUSING AUTHORITY that the Executive
D irector is authorized to execute a contract for services
w ith Barge, Waggoner, Sumner & Canon in accordance with
HUD guidelines and budgeted amount.

RESOLUTION AUTHORIZING THE AWARD OF CONTACT FOR COMP GRANT
WORK FOR 1993 & 1994 FUNDS FOR AR 097001
WHEREAS, The Fayetteville Housing Authority received bids
on February 22, 1995 for Comp Grant Work for 1993 & 1994
Funds, and which bids have been opened, tabulated and
found in proper form and are listed below:
1. Coker Building Company / Texarkana Ar $451,689
2. American Construction Co / Ft Smith, Ar 506,911
3. John Marinoni Co / Springdale, Ar 512,900
4. Southeast Building Co / Dermott, Ar 530,000
AND WHEREAS, the lowest bid has been reviewed, and is
within the Comp Grant & Operating Funds budget, and Barge,
Waggoner, Sumner & Cannon firm, after review, recommend
that we award contract to Coker Building Company,
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE FAYETTEVILL HOUSING AUTHORITY:
1. That the contract for this work be awarded to Coker
Building Company in the amount of $451,689.00.
2. That, Bromo Wilson, Executive Director of the
Housing Authority is hereby appointed to serve as
contracting office for the project. The contracting
officer is also delegated by the Authority to execute the
contract and all change orders of the project.
