OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in
Regular Session at 8:00 A.M. Wednesday December 16, 1992, in the office
of the Authority #1 North School, Fayetteville, Arkansas.
Charles Clinehens Chairperson, called the meeting to order.
Upon roll call, the following members were present:
Commissioners Present: Clinehens, Hudspeth, Richardson
Commissioners Absent: Fries
Others Present: Bromo Wilson, Toady Edwards, Fredia Sawin
The Minutes of the November 18, 1992 Regular Meeting were approved by
motion, seconded and carried unanimously.
The November Financial Statement was approved by motion, seconded and
carried unanimously.
RESOLUTION APPROVING CONTRACT FOR PROFESSIONAL SERVICES TO ASSIST IN
PREPARATION OF A COMPREHENSIVE PLAN FOR MODERNIZATION (CPM) FOR PUBLIC
HOUSING AR 097001 & 002. Resolution No. 539, was approved by motion,
seconded, and carried unanimously.
RESOLUTION APPROVING POLICIES AND PROCEDURES IMPLEMENTED FOR RESIDENT
INITIATIVES FOR PHMAP CERTIFICATION. Resolution No. 540, was approved
by motion, seconded, and carried unanimously.
Chairperson, Charles Clinehens presented Toady Edwards with a 20 -year
Retirement Plack and commended her for many years of loyal service to
the Fayetteville Housing Authority.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 40
RESOLUTION APPROVING POLICIES AND PROCEDURES IMPLEMENTED
FOR RESIDENT INITATIVES FOR PHMAP CETIFICATION
WHEREAS, The Board of Commissioners of the Fayetteville
Housing Authority is interested in policies and procedures
that would help the residents in improving their
condition/activities and
WHEREAS, the Public Housing Management Assessment Program
(PHMAP) provides certain areas where Resident Initiatives
are encourged to provide improving condition/activities.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE FAYETTEVILLE HOUSING AUTHORITY:
That the staff of the Housing Authority are instructed to
adopt policies & procedures that will encourge the
Residents to take part as much as possible in the Resident
Initiatives listed in Indicator 11 as follows:
1. Anti-drug strategy/security
2. Resident participation/management
3. Homeownership opportunities
4. Economic development/self-sufficiency

RESOLUTION NO. 1(iY
RESOLUTION APPROVING CONTRACT FOR PROFESSIONAL SERVICES
TO ASSIST IN PREPARATION OF A COMPREHENSIVE PLAN FOR
MODERNIZATION (CPM) FOR PUBLIC HOUSING AR 097001 & 002
WHEREAS, the Department of HUD has made available the
Comprehensive Grant Program (CGP) and a Comprehensive Plan
for Modernization (CPM) is required for this Grant
and the Comprehensive Plan will contain a physical needs
assessment and strategies for correction, a management
needs assessment and corrective strategies, and a five
year action plan which will prioritize work and conform to
projected funds in five one-year increments and
WHEREAS, the Fayetteville Housing Authority needs
P rofessional Services to prepare the CMP and invited
proposals to provide such services and
WHEREAS, the following firms responded to invitation:
1. National Facility Consultants, Atlanta Ga
2. Management Resource Group, Atlanta, Ga
3. Barge, Waggoner, Sumner & Canon, Memphis Tn
and the proposals were evaluated according to criteria
set out in the invitations and
WHEREAS, the firm of Barge, Waggoner, Sumner & Canon
ranked the highest
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE FAYETTEVILLE HOUSING AUTHORITY that the Executive
D irector is authorized to execute contract for services
w ith Barge, Waggoner, Sumner & Canon in a amount not to
exceed $9,800.00 -
