MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session
at 8:30 A.M. Wednesday, July 25, 1989, in the office of the Authority #1 North
School, Fayetteville, Arkansas.
Dan Hudspeth, Chairman called the meeting to order.
Upon roll call, the following members were present:
Commissioners Present: Hudspeth, Windham, Fries
Commissioners Absent: Morgan, Richardson
Others Present: Bromo Wilson, Toady Edwards
The Minutes of the June 28, 1989 Regular Meeting were approved by motion, seconded
and carried unanimously.
The June Financial Statement was approved by motion, seconded and carried unanimously.
The Public Housing Review letter had not arrived from HUD. Mr. Wilson told the
Commissions that he had talked with them on the phone and one correction they ask
that we make, is to hire another maintenance.man. We should have one man for ever fifty
apartments, and we are short one man at this time. They approved by motion, seconded
and carried unanimously.
RESOLUTION AUTHORIZING AMENDMENT NO. 4 RETIREMENT PLAN. Resolution No. 485, was
approved by motion, seconded and carried unanimously.
RESOLUTION TO EXECUTE A DEBT FORGIVENESS AMENDMENT TO ANNUAL CONTRIBUTION CONTRACT.
Resolution No. 486, was approved by motion, seconded and carried unanimously.
RESOLUTION AUTHORIZING THE ISSUANCE OF VISA CARDS IN THE NAME OF FAYETTEVILLE
HOUSING AUTHORITY. Resolution No. 487, was approved by motion, seconded and carried
unanimously.
In other buinsess Mr. Windham , said he would like sometime in the future to
improve the parking lot in front of the office.

RESOLUTION NO. 485
RESOLUTION AUTHORIZING AMENDMENT NO. 4
"RESOLVED, that the Housing Authority of the City of Fayetteville,
Arkansas Employees Retirement Plan be amended in the manner set out
in Amendment No. 4 to the said plan, a copy of which is attached
hereto and made a part of this resolution.
"RESOLVED, FURTHER, that the Executive Director of this Agency be
authorized in its behalf to execute Amendment No. 4 to the Housing
Authority of the City of Fayetteville, Arkansas Employees
Retirement Plan, a copy of which is attached hereto, together with
any and all other instruments of any kind or character and to take
such further action as may be necessary to so amend said plan
effective as of October 1, 1989. .

City of Fayetteville, Arkansas, do hereby certify that the above
and foregoing is a true and correct copy of an original resolution
unanimously adopted by the Commissioners of said authority at their
meeting held at Fayetteville , Arkansas, on this the 26th

AMENDMENT NO. 4
TO THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE
EMPLOYEES RETIREMENT PLAN
WHERE AS, the Housing Authority of the City of Fayetteville
d esires in conformity with the resolution of its Commissioners to
amend the trust agreement evidencing the Housing Authority of the
City of Fayetteville Employees Retirement Plan to the extent and
in the manner hereinafter set out, and
WHEREAS, it is the desire of the Housing Authority of the City of
Fayetteville to amend said plan so that on and after the
e ffective date of this amendment the coverage shall be issued as
set outin this amendment as to bring the plan into compliance with
current HUD rules as set out in Handbook No. 7401-7.
NOW, THEREFORE, for and in consideration of the premises, the said
H ousing Authority of the City of Fayetteville acting herein
through its Executive•Director duly authorized and pursuant to the
authority conferred upon him by the aforesaid resolution does
hereby amend the trust agreement evidencing the Housing Authority
o f the City of Fayetteville Employees Retirement in the following
particular:
W ith respect to Item 14, Article 6, of the Adoption Agreement is
h ereby amended to read as follows:
14. With respect to Article 6:
P articipant's required contribution:
5.5_% of Monthly Compensation (not to exceed 6% if insurance
is to be included under the plan or 5.5% if only annuities
are to be included.
8.5 % of Monthly Compensation (not to exceed 8.5% if insurance
is to be included under the plan or 8% if only annuities are
to be included.

Resolution No. 486
RESOLUTION TO EXECUTE A DEBT FORGIVENESS AMENDMENT
TO ANNUAL CONTRIBUTION CONTRACT
RESOLVED, that the Chairman of the Fayetteville Housing Authority is
hereby authorized to execute a debt forgiveness amendment
to oar consolidated annual contributions contract upon
receipt from HUD.

Resolution No. 487
• RESOLUTION AUTHORIZING THE ISSUANCE OF VISA CARDS
IN THE NAME OF FAYETTEVILLE HOUSING AUTHORITY

RESOLVED, that the Issuance of Visa Cards in the name of the Fayetteville
Housing Authority be authorized and cards be issued in the name
of the following staff members.
Executive Director - Bromo Wilson
Administrative Asst.- Coretta Edwards
Section 8 Director - Fredia Sawin
RESOLVED further that the cards are to be used in accordance with the
Agency's adopted travel policy.
