MINUTES OF REGULAR MEETING OF THE HOUSING AUTORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular
Session at 8:30 A.M. Wednesday, April 26, 1989, in the office of the Authority
#1 North School, Fayetteville, Arkansas.
Janet Richardson, Vice Chairman called the meeting to order.
Upon roll call, the following members were present:
Commissioners Present: Fries, Richardson, Windham
Commissioners Absent: Hudspeth, Morgan
Others Present: Karen Hall of Youth Bridge, Bromo Wilson, Toady Edwards
Karen Hall of Youth Bridge discuss the Parenting Classes to be held at Lewis Plaza
during the month of May. These classes will cover problems the families face, including
alcohal and drug abuse. The Housing Authority will deliver fliers to tenants and mail
outs to Section 8 people, covering dates and time of meeting.
The Minutes of the March 15, 1989 Regular Meeting were approved by motion, seconded
and carried unanimously.
The March'Fihancial Statement was approved by motion, seconded and carried unanimously.
• RESOLUTION APPROVING ADDENDUM TO LEASE FOR PUBLIC HOUSING. Resolution No.479 was
approved by motion, seconded and carried unanimously.

RESOLUTION AUTHORIZING THE UPDATE OF TENANTS' UTILITY ALLOWANCES FOR PUBLIC HOUSING
SITES OF WILLOW HEIGHTS, LEWIS PLAZA, & MORGAN MANOR. Resolution No. 480 , was
approved by motion, seconded and carried unanimously.
RESOLUTION APPROVING TRAVEL TO SOUTHWEST NAHRO ANNUAL MEETING JUNE 17-20, 1989 AT
ALBUQUERQUE, N.M., Resolution No. 481 , was approved by motion, seconded and
carried unanimously.
There being no further business, the meeting was adjourned.

RESOLUTION APPROVING ADDENDUM TO LEASE FOR PUBLIC HOUSING
WHEREAS, the Housing Act of 1937 has been amended by the "Anti -Drug
Abuse Act of 1988" to require all leases for public
housing to be revised to permit Housing Authorities to
terminate tenancy in public housing for tenants' drug-
related criminal activiy, and
WHEREAS, all public housing leases shall be amended effective
May 1, 1989, to permit eviction for tenants' drug related
activity.
WHEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE FAYETTEVILLE HOUSING AUTHORITY, that
the Addendum to Leases listed below is hereby approved
and shall become a part of all dwelling leases of tenants,
present and future, residing in Lewis Plaza, Willow
Heights, Morgan Manor and Hillcrest Towers, effective
May 1, 1989.
"The tenant, any member of the tenant's household, or
a guest or other person under the tenant's control shall
not engage in criminal activity, including drug-related
criminal activity, on or near the Housing Authority's
premises, while the tenant is a tenant in public housing,
and such criminal activity shall be cause for termination
of tenancy.
The term drug-related criminal activity means the illegal
manufacture, sale, distribution, use, or possession with
intent to manufacture, sell, distribute, or use, of a
controlled substance."

SUBJECT: Revision of Lease Agreement
The Housing Act of 1937 has been amended by the "Anti -Drug
Abuse Act of 1988" to require all leases for the public housing to be
revised to permit Housing Authorities to terminate tenancy in public
housing for tenant's drug related criminal activity.
PROVISION AS FOLLOWS:

In the enforcement of this provision the Housing Authority will
still be required to provide 30 -day notice of termination unless
there is a threat to the health or safety of other tenants or Housing
Authority employees.

WHEREAS The Fayetteville Housing Authority allow certain tenants' utility
allowances and they are updated from time to time
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE FAYETTEVILLE
HOUSING AUTHORITY THAT The attached updated schedule of Utility
allowances for Willow Heights, Lewis Plaza & Morgan Manor be adopted
and effective May 1, 1989.

WHEREAS,

JUNE 17-20, 1989 AT ALBUQUERQUE, N.M.
the Annual Meeting of Southwest NAHRO will be held in
Albuquerque, N.M., and,
there will be programs and discussions concerning Public
Housing and Section 8 Housing that would benefit the
Local Agency,
WHEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE FAYETTEVILLE HOUSING AUTHORITY, that
travel expenses for personnel designated by the Executive
Director be paid to this meeting in accordance with the
Agency's policy.
