M. Thursday_July 28', 1988, in the office o f the Authority #1 North School, Fayetteville, Arkansas. Clarence Fries, Vice Chairman called the meeting to order. Upon roll call, the following members were present: Commissioners Present: Morgan, Windham, Fries Commissioners Absent: Hudspeth, Richardson Others Present: Bromo Wilson, Toady Edwards The Minutes of the June 29, 1988 Regular Meeting were approved by motion, seconded and carried unanimously. The June Financial Statement was approved by motion, seconded and carried unanimously. RESOLUTION AMENDING OCCUPANCY POLICY OF LOW -RENT PUBLIC HOUSING P ROJECTS. Resolution No. 467 was approved by motion, seconded and carried unanimously. RESOLUTION AMENDING PROCEDURE POLICY FOR SECTION 8 EXISTING HOUSING P ROGRAM. Resolution No. 468 was approved by motion, seconded and carried unanimously. RESOLUTION APPROVING TRAVEL TO ARK/NAHRO FALL MEETING . Resolution No. 469 was approved by motion, seconded and carried unanimously. There being no further business, the meeting was adjourned. • ATTEST THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS • 1 RESOLUTION NO. 143 RESOLUTION AMENDING THE STATEMENT OF POLICIES GOVERNING ADMISSION TO AND CONTINUED OCCUPANCY OF THE LOW INCOME PUBLIC HOUSING PROJECTS WHEREAS, the Departments of Housing and Urban Developement has instructed the Fayetteville Housing Authority to implement certain rule changes to the Agnecy's occupancy policy as per the published Federal Register dated Friday, January 15, 1988. NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE FAYETTEVILLE HOUSING AUTHORITY, that the attached amendment be adopted. PASSED AND APPROVED THIS ,2 DAY OF ATTEST: 1988. CHAIRMAN • • AMENDMENT TO STATEMENT OF POLICIES GOVERNING ADMISSION TO AND CONTINUED OCCUPANCY OF THE LOW RENT HOUSING PROJECTS OPERATED BY THE FAYETTEVILLE HOUSING AUTHORITY UPDATED FEBRUARY -1987 The following will amend Section 1, SELECTION OF TENANTS, paragraph E, ORDER OF PREFERENCE, to read as: In accordance with federal regulations, the Housing Authority of the City of Fayetteville will provide to otherwise eligible applicants when offering public housing based upon applicants documented qualification tor one or more ot the categories described below: INVOLUNTARY DISPLACEMENT: Fire, flood or other natural disaster (Must be documented by letters from government agency, newspaper account, etc.) Action by local, state or federal government (Must be documented by certification from the government which caused your displacement) Action by a landlord which did not result from acts by the family or from a rent increase. Does not include eviction for non-payment of rent or other eviction which resulted from actions by persons in the household (Must be documented by a signed statement from landlord which describes the reason for displacement) Displacement because of actual or threatened violence against a family member by a member ot that household (Claim must be documented by a government or private social service agency which has investi- gated the claim of family violence) SUBSTANDARD HOUSING; A unit is substandard if it: Is dilapidated Does not have operable indoor plumbing Does not have a usable flush toilet inside the unit for the exclusive use of the family Does not have a usable bathtub or shower inside the unit for the exclusive use of the family Does not have electricity or has inadequate or undafe electrical service Does not have a safe or adequated source of heat Should, but does not have a kitchen Has been declared unfit for habitation by an agency or unit of government (Must be verified by certification by a Government Agency that one or more of the above conditions exist) A family who is either homeless or temporarily living in a shelter (Must be certified by a Government Agency or a private Social Service Agency knowledgeable of the situation or providing temporary shelter to the family) Pay more than 50% of family income for rent and utility costs (Must be documented by rent receipts, cancelled checks, lease, utility bill stubs, or other information enabling the Authority to determine the actual amount, and by verification of the total family income from all sources) Applicants may claim qualification for preference at the time of initial application and placement on the waiting list for public housing. However, certification and verification must be completed prior to the offer of public housing benefits. These categories of Federal Preferences will rank equally in priority and weight (in the case of an applicant who qualifies for more than one preference or definitional elements within each preference) Any applicant claiming preference whose claim is denied by the Authority will be notified in writing of the reason for the denial and will - have the right to appeal the Authority's decision in an informal review. Applicants claiming preference but failing to submit verification, certification or documentation will be processed in the same manner as applicants not claiming preference. From among eligible applicants, the PHA will select tenants based on the total points accrued for the following preferences: 1.a. Involuntarily Displaced - 100 points b. Living in Substandard Housing - 100 points c. Paying more than 50% of Family Income for rent - 100 points 2. Families residing within the Washington County - 20 points Families whose income level conforms to the Authority's needs to meet the Broad Range of Income Goals. (This preference shall not permit maintenance of vacancies to await higher income temants where lower income tenants are available.) 4. Families whose applications were received at the earliest date and time - 0 points The applicant having the most total points will be selected before any, other applicant. In the case of two or more applicants having the same number of points, the one whose application is first by date and time will -be selected. **Points are awarded for only one subpreference under Preference #1 above (i.e. an applicant who qualifies for both preferences lb and lc will only receive 100 points.) • RESOLUTION NO. 171‘49 RESOLUTION AMENDING THE STATEMENT OF POLICY AND PROCEDURE GOVERNING THE SECTION 8 EXISTING HOUSING PROGRAM WHEREAS, the Department of Housing and Urban Development has instructed the Fayetteville Housing Authority to implement certain rule changes to the Agency's Procedure Policy for Section 8 as per the published Federal Register dated Friday, January 15, 1988. NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE FAYETTEVILLE HOUSING AUTHORITY, that the attached amendment be adopted. Applicants currently living in Public Housing will be given last priority. **Points are awarded for only one subpreference under Preference #1 above (i.e. an applicant who qualifies for both preferences lb and lc will only receive 100 points) • RESOLUTION NO. !{G q RESOLUTON APPROVING TRAVEL TO ARKANSAS CHAPTER NAHRO FALL MEETING SEPTEMBER 14-16, 1988 AT EUREKA SPRINGS WHEREAS, WHEREAS, The Fall Meeting of Arkansas Chapter NAHRO will be held in Eureka Springs, Arkansas September 14-16, 1988, and, there will be programs and discussions concerning Public Housing and Section 8 Housing that would benefit the Local Agency; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, that travel expenses for personnel designated by the Executive Director'be paid to this meeting in accordance with the Agency's policy.
