HomeMy WebLinkAbout1988-05-18 - Minutes - Archives • • MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:00 A.M. Wednesday May 18, 1988, in the office of the Authority #1 North School, Fayetteville, Arkansas. Dan Hudspeth, Chairman called the meeting to order. Upon roll call, the following members were present? Commissioners Present: Hudspeth, Fries, Morgan, Windham Commissioners Absent: Richardson Others Present: Bromo Wilson, Jerry Martin of Engineering Services The chairman suggested the agenda's item No. 5 be taken up first. Mr Jerry Martin of Engineering Services was present upon Bromo Wilson's request to discuss two problem areas of drainage.. One was on Morgan Manor site and other one was on Willow Heights site. Mr. Martin discussed the problem areas and presented a proposal for engineering services to correct the problems. After discussion a engineering proposal for both sites for Basic Design & Bid Documents was presented at a price of $4,000. Contract Administration & Construction Observation (an Amount Not To Exceed) Willow Heights -$1,750 and Morgan Manor $1,500 presented also. Bromo Wilson explained that the Basic Design & Bid Documents phase could be included in this year's budget revision and the actural costs & Contract Administration phase would be placed in next year's budget starting Oct. 1, 1988. After Mr. Martin left the Board discussed the drainage problem & proposal more. The minutes.of the March 16, 1988 Regular Meeting were approved by motion, seconded, and carried unanimously. The April meeting was cancelled because there was not a quorum present. The March & April Financial Statement was approved by motion, seconded and carried unanimously. RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR ENGINEERING SERVICES FOR CORRECTION OF DRAINGAE PROBLEMS AT MORGAN MANOR & WILLOW HEIGHTS. Resolution No. 463 was approved by motion, seconded and carried unanimously. RESOLUTION APPROVING TRAVEL TO SOUTHWEST NAHRO ANNUAL MEETING JUNE 12-15, 1988 AT DALLAS, TEXAS. Resolution No. 464 was approved by motion, seconded and carried unanimously. There being no further business, the meeting was adjourned. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS • Chia ATTEST SECRETARY RESOLUTION NO. 464 RESOLUTION APPROVING TRAVEL TO SOUTHWEST NAHRO ANNUAL MEETING JUNE 12-15, 1988 AT DALLAS, TEXAS WHEREAS, WHEREAS, the Annual Meeting of Southwest NAHRO will be held in Dallas, Texas, and, there will be programs and discussions concerning Public Housing and Section 8 Housing that would benefit the Local Agency, WHEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE FAYETTEVILLE HOUSING AUTHORITY, that travel expenses for personnel designated by the Executive Director be paid to this meeting in accordance with the Agency's policy. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS CHAIRMAN • RESOLUTION NO. 463 RESOLUTION AUTHORIZING THE AWARD OF CONTRACT • FOR ENGINEERING SERVICES FOR CORRECTION OF DRAINAGE PROBLEMS AT MORGAN MANOR & WILLOW HEIGHTS WHERE AS, The Fayetteville Housing Authority has the need of engineering services for the correction of drainage problems at Morgan Manor & Willow Heights Housing sites, and WHERE AS, Engineering Services Inc. has provided such service in the past and are familiar with the housing sites NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE FAYETTEVILLE HOUSING AUTHORITY, that; • 1. The Contract for design & construction services be awarded to Engineering Services Inc in the following amounts: (A) Basic Design & Bid Documents Morgan Manor & Willow Heights $4,000.00 (B) Contract Administration & Construction Observation (An Amount Not To Exceed) Willow Heights $1,750.00 Morgan Manor 1,500.00 2. For the Morgan Manor Project, we re catmerd that concrete drainage swales be constructed fram the ends of the three cul -dc sacs to transport the surface water into the natural drainage channels. We estimate the cost for these improvements to be $7,500 to $10,000. We propose to provide the necessary engineering services to prepare plans and specifications sufficient to obtain bids and consturct the improvements for the lump sum of $2,000.00. The engineering services during the construction phase would be billed on an hourly basis, with a total cost not to exceed $1,500.00. For the Willow Heights Project, we reoonmtend that the entrance to the existing 36 -inch storm sewer on the east side of the project be cleaned out to allow the off-site water to enter the storm sewer. We believe that this will eliminate most of the washing and errosion problems which you are experiencing at the Willow Heights Project. We did notice that debris and dirt continue to collect on the upside of each building causing ponding of water and poor drainage around the east sides of the buildings. We recommend that you consider constructing a concrete swale on the east end of the buildings to collect and direct water around the buildings. A budget estimate for making the improvements at Willow Heights is $15,000 to $20,000. Again, the engineering services during the construction phase would be billed on an hourly basis, with a total cost not to exceed $1,750.00.
