MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session
at 8;00 o'clock A.M. Wednesday June 24, 1987,in the library of the Authority, #1
North School, Fayetteville, Arkansas.
Dan Hudpeth, Vice Chairperson called the meeting to order.
Upon roll call, the following members were present:
Commissioners Present: Windham, Hudspeth, Morgan, Richardson
Commissioners Absent: Fries
Others Presnet: Bromo Wilson, Toady Edwards
The minutes of the May 20, 1987 Regular Meeting were approved by motion seconded
and carried unanimously.
The May Financial Statement was approved by motion, seconded and carried
unanimously.
RESOLUTION FOR ADOPTING A PET POLICY FOR THE ELDERLY TENANTS OF HILLCREST TOWERS.
Resolution No. 446, was approved by motion, seconded and carried unanimously.
RESOLUTION AUTHORIZING THE FAYETTEVILLE HOUSING AUTHORITY OPERATING BUDGET REVISION
NO. 1 FOR FISCAL YEAR ENDING 9/30/87. Resolution No. 447, was approved by motion,
seconded and carried unanimously.
RESOLUTION AUTHORIZING THE FAYETTEVILLE HOUSING AUTHORITY OPERATING BUDGET FOR
FISCAL YEAR ENDING 9/30/88. Resolution No. 448, was approved by motion, seconded
and carried unanimously..
RESOLUTION APPROVING TRAVEL TO SWRC/NAHRO EXECUTIVE COMMITTEE MEETING AUGUST 21-24,
1987 AT BOSSIER CITY, LA.. Resolution No. 449, was approved by motion, seconded
and carried unanimously.
Mr. Wilson will be on vacation in July, the commissioners agreed that the July
meeting would be conceled.
There being no further business, the meeting was adjourned.

RESOLUTION NO. 446
RESOLUTION FOR ADOPTING A PET POLICY
FOR THE ELDERY TENANTS OF HILLCREST TOWERS
WHEREAS the Federal Regulations governing pet ownership in
public housing for the elderly or handicapped have
become effective and
WHEREAS the Fayetteville Board of Commissioners sent out a
proposed Pet Policy to all the tenants May 21, 1987
and have received comments from the tenants,
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE FAYETTEVILLE HOUSING AUTHORITY that the attached
Pet Policy be adopted and effective as of this date.

PET POLICY
1. Elderly and handicap residents will not be denied housing in public housing
because they own a pet and meet the regulations of the housing authority
concerning pet ownership.
2. Elderly and handicap residents may,have a common household pet; Common
household pet means a domesticated animal, such as a dog, cat, bird &
fish, that is traditionally kept in home for pleasure rather than for
commercial purposes. Common household pet does not include reptiles.
This definition shall not include animals that are used to assist the
handicapped.
3. Handicapped tenants requiring animals to reside in their residence because
of their handicap must certify in writing that the tenant or a member of
his or her family is handicapped, the animal has been trained to assist
persons with that specific handicap, and the animal actually assists the
handicapped individual.
4. Local laws requires that pets be inoculated for rabies when they are six
months old or older. Tenants must'once a year on the anniversary of their
tenancy register their pet with the Housing Authority and supply written
certification by a licensed veternarian or state or local authority that
their pet hasbeen vaccinated for rabies.
5. Tenants must supply the housing authority with the name, address, and phone
number of one or more responsible parties who will care for the pet if the
pet owner dies, is incapacitated or is otherwise unable to care for the pet.
6. Sanitary standards must be practiced by tenants for the disposal of pet waste
Residents must exercise and allow pet waste to be deposited on the west side
of the parking lots. Tenants are responsible for removing their pet waste
from the area and deposed of in the dumpster. Tenants with cats must change
litter boxes at least twice weekly.
7. Local law requires all four legged pets be on leash or in pens when outside.
The Housing Authority will not allow outside dog houses or pens therefore all
pets must be on a leash when outside.
8. There shall be only one four legged warm blooded animal per dwelling unit.
Their size may not be over 25 pounds and not over 18 inches when full grown.
Birds are limited to one and must be kept in cages and cleaned out at least
twice weekly. Aquariums are allowed up to 10 gallons.
9. Pet deposits shall be required:
Dog & Cats - $200.00 ($100.00 Initial deposit and the remainder at $50.00
per month until paid in full.)
Fish & Birds - $10.00
10. Tenants failure to remove pet waste will constitute the right for the housing
authority to remove the waste and charge the tenant $5.00 per occurrence.
11. Dogs and cats must be spayed or neutered.
12. Pets will be kept free from fleas, ticks or other vermin.
13. Pets must be kept on leash at all times when not in apartments and may not
be in the front lobby area unless entering or leaving the building.
14. Visitors pets except for pets ;essential for handicapped persons will not be
allowed in the project.
15. Pets may not disturb other residents by barking, scratching, whining, other
unusual noises or threatening :behavior.
16. Pets may not be left unattended in apartments for more than eight hours.
17. Leases must be changed.
18. The owner shall enter into a separate Pet Agreement that specifically outlines
the Housing Authority's rules and owner responsibility. Failure to comply with
the terms of this agreement will result in permanent removal of the pet or
termination of tenancy.

OPERATING BUDGET REVISION NO. 1 FOR FISCAL YEAR ENDING 9/30/87
