HomeMy WebLinkAbout1984-12-19 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY • OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock A.M., Wednesday, December 19, 1984 in the office of the Authority #1 North School Avenue,Fayetteville, Arkansas. Mr. Jim Shreve, called the meeting to order. Upon roll call, the following members were present: Commissioners Present: Fries, Morgan, Richardson, Shreve, Windham Commissioners Absent: None Others Present: Bromo Wilson, Toady Edwards The minutes of the November 21, 1984 Regular Meeting were approved by motion, seconded and carried unanimously. The November Financial Statement Was approved by motion, seconded and carried unanimously. RESOLUTION MODIFYING PERSONNEL POLICY. Resolution # 396. The resolution was approved by motion, seconded and carried. RESOLUTION APPROVING REVISED ADMINISTRATIVE PLAN - SECTION 8 EXISTING PROGRAM • (SUMMARY OF CHANGES ATTACHED TO RESOLUTION). Resolution # 397. The resolution was approved by motion, seconded and carried. • The Board received four applications for the position'available on the Housing Authority Board of Commissioners. Mr. Shreve moved to accept Dan Hudspeth. First National Bank, the motion was seconded, and carried unanimously. Mr. Hudspeths term will expire December 28, 1989. Election of Chairman and Vice Chairman was tabled until a later date. There being no futher business, the meeting was adjourned. THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS ATTEST: SECRETARY CHAIRMAN • • RESOLUTION NO. 396 RESOLUTION MODIFYING PERSONNEL POLICY OF FAYETTEVILLE HOUSING AUTHORITY WHEREAS, the personnel policy of the Housing Authority sets out certain provisions and WHEREAS, these provisions need to be updated from time to time: NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE FAYETTEVILLE HOUSING AUTHORITY THAT THE FOLLOWING PROVISIONS BE MODIFIED AS FOLLOWS: 1. Section II Travel Paragraph D All authorized monthly local travel of the Executive director and any other staff employee of the ' local Authority who use their private automobile in the conduct of Authority business shall be reimbursed at the rate of .20C per mile. Reimbursement for use of private automobile outside the city shall be allowable at .22C a mile. 2. Section 7 - Absence From Work Paragraph B. Vacation Leave. Regular full-time employees shall accumulate at the follwoing rates based upon years of continuous employment: a) One year through seven years of employment accumulated at the rate of 5/6 day per month or 10 working days per year. b) Eight years through ten years of employment accumulated at the rate of 1 day per month or 12 working days per year. c) Eleven years through twenty years of employment accum- lated at the rate 1 3/4 days per month or 15 working days per year. d) After twenty years of employment accumulated at the rate of 11 days per month or 18 working days per year. Earned vacation leave may not be accumulated to exceed two years of earned vacation. PASSED AND APPROVED THIS 19th ATTEST: DAY OF DECFMBER 1984. THE HOUSING AUTHORITY OF THE CITY uF FAYE 'EVILLE, AR IRMAN • RESOLUTION NO. 397 RESOLUTION APPROVING REVISED ADMINISTRATIVE PLAN -- SECTION 8 EXISTING PROGRAM WHEREAS, the Administrative Plan of the Section 8 Existing Program needs to be revised to reflect certain changes in current HUD rules and regulations; NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS, that the revised Adminstrative Plan -Section 8 Existing is hereby approved. A definition of Family has been included which is the same definition used in Housing Occupancy Procedures. The income limits have been revised to reflect the eligibility of only very low income families. Procedures for rent adjustments because of change in income have been incorporated into the plan. The criteria for determining the appropriate unit size has also been added to the plan. We have revised the draft copy and no longer call for a separate waiting list for families currently living in Public Housing. The families who live in Public Housing will be given last priority for assistance on the Section 8 Program. This is a summary of the major changes in the plan and this includes those changes suggested by Little Rock HUD.
