HomeMy WebLinkAbout1983-07-20 - Minutes - Archive• MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8:30 o'clock A.M. Wednesday, July 20, 1983 in the office of the Authority, #1 North School Avenue, Fayetteville, Arkansas. Mr. Seaton, Chairman, called the meeting to order. Upon roll call, the following members were present: Commissioners Present: Seaton, Shreve, Windham Commissioners Absent: Endress, Morgan Others Present: Vaughn Smith, Dan Perryman, Bromo, Wilson, Toady Edwards There being a quorum present, the following business was transacted: The minutes of the June 15, 1983 Regular Meeting were approved by motion, seconded and carried unanimously. The June Financial Statement was approved by motion, seconded and carried unanimously. Resolution Approving Budget Revision No. 1 for Period Ending 9/30/83. Resolution No. 370 , seconded and carried unanimously. • Resolution Approving Budget for Period Ending 9/30/83. Resolution No 371 , seconded and carried unanimously. Resolution Authorizing Award of Contract for Replacement of Windows on Sites A and B. Resolution No 372 , seconded and carried unanimously. Resolution Admending Group Health Plan. Resolution No. 373 , seconded and carried unanimously. There being no further business, the meeting was adjourned. ATTEST: THE HOUSING AUTHORITY OF THE CITY OF FAYE TEVILL , KANSAS CHAI • RESOLUTION NO. ?22) RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE HOUSING AUTHORITY REVISED BUDGET NO.1 FOR ARK. 97-1. F, 2 FOR PERIOD ENDING SEPTEMBER 30, 1983 TO HUD RESOLVED, that the proposed expenditures referred to in the revised budget No.1 for the Fayetteville Housing Authority ending September 30, 1983 are necessary in the efficient and economical operation of the housing for the purpose of serving low income familips; and, RESOLVED, that the financial plan is reasonable in that it indicates a source of funding adequate to cover all proposed expenditures; and, RESOLVED, that all proposed changes and expenditures will be consistent with provisions of law and the Annual Contributions Contract; RESOLVED, that the Board of Commissioners adopts the following certificate. "Pursuant to the rent schedule approved by HUD,the Housing Authority of the city of Fayetteville certifies that it is in compliance with. the provisions of section 860.407 of part 860, Subpart D of the interim Rule Published September 26,1975, in that aggregate Annual gross rent of families resident in the dwelling units for the fiscal year beginning October 1, will not be less than and amount equal to one-fifth of the sum of the "Family Income", as defined in 24 CFR 860.403 (f), of all such families". THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS RESOLUTION NO. 73:2A RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR REPLACEMENT OF WINDOWS FOR SITE A & B UNDER THE 1982 MODERNIZATION PROGRAM NO. 902. WHEREAS, the Fayetteville Housing Authority received sealed bids on June 27, 1983 for Replacement of WYndows on Site A & B,which bids have been opened, tabulated, and found to be in proper form: and, WHEREAS, the bids are as follows: Simco Contractors Dalco Indust Inc Ark Glass & Mirror Ozark Window Commerce Inc P.O. P.O. 1201 Rt 2 Rt 3 Box 783 Box 28617.., Garrison Box 109A Box 537-A Fayetteville, AR St. Louis, Mo Ft Smith, Ar, Fayetteville, AR Springdale, AR $121,121.00 115,313.00 92,635.00 92,188.13 78,717.00 WHEREAS, the low bidder of Commerce Inc with amount of 78,717.00 has been cleared by the Department of Housing & Urban Development; NOW THEREFORE BE IT RESOLVED by.the Commissioners of the Housing Authority of the city of Fayetteville, Arkansas: • 1. That the contract for Replacement of Windows for Site A & B be awarded to Commerce Inc for the amount of $78,717.00. • 2. That Bromo Wilson, Executive Director of the Housing Authority is hereby appointed to serve as contracting officer for the project. The contracting officer is also delegated the authority to execute any and all change. orders', _supplemental agreements (limited by the policies, rules and procedures as set forth by HUD)affecting the contract. PASSED AND APPROVED THIS 2O—DAY OF �;� 1983 ATTEST: CH' " AN • 110 RESOLUTION NO. 793 • RESOLUTION ADMENDING THE FAYETTEVILLE HOUSING AUTHORITY GROUP HEALTH PLAN PREVIOUSLY ADOPTED JULY 21, 1982 WHEREAS, the Fayetteville Housing Authority adopted a Group Health Plan by Resolution No. 354 dated July 21, 1982; and WHEREAS, Section 2. of the Resoultion stated "That this Authority will pay .2:00% of the total premium if the employee only enrolls and 50% of the total cost if the family is covered. The Employee will pay any and all premium over and above that paid by the Authority." WHEREAS, HUD regulations now allow the Authority to pay up to 60% of the toal cost of the family coverage. NOW, THEREFORE, BE IT RESOLVED TY THE COMMISSIONERS OF.THE FAYETTEVILLE HOUSING AUTHORITY that Section.2. of Resolution No. 354 be amended to read as follows: "That this Authority will pay 100%' of the total premium if the employee only enrolls and 6G% of the total cost of the family- is amilyis covered.
