HomeMy WebLinkAbout1982-12-15 - Minutes - ArchiveMINUTES OF REGULAR MEETING OF THE HOUSING ,AUTHQRITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at 8;30 o'clock. a.m. Wednesday, December 15, 1982, in the office of the Authority, #1 North School Avenue, Fayetteville, Arkansas. Mr. Shreve, Chairman, called the meeting to order. Upon roll call, the following members were present: Commissioners Present: Shreve, Morgan, Windham, Seaton Commissioners Absent: Endress Others Present: Bromo Wilson, Pat Donat, Dr. Laura Koehn, Toady Edwards There being a quorum present, the following business was transacted: The minutes of the October 20, 1982 Regular Meeting were approved by motion, seconded and carried unanimously. The October Financial Statement was approved by motion, seconded and carried unanimously. The November Financial Statement was approved by motion, seconded and carried unanimously. Loyd Seaton ask that the Dumpster fences on Site C be removed since individual trash pick up is being used. Bromo said he would take care of it. Loyd Seaton asked about the fenceing plan that Don Fronning, Arch. was suppose to be working on, Bromo said because of HUD's previous unfavable reaction to individual fences that he hadn't pursued the matter. Loyd said he thought we should still try to get individual fences installed. Bromo said he would get the Arch. to finish the fencing plan for Board Approval and submission to HUD in a Formal request. The Commissioners approved the use of the Community Building at Lewis Plaza for the Good News Club. If other organizations wish to use the building they will have to be approved by the Housing Authority. Action on a request to expand.a playground area at Willow Heights was tabled and Bromo was asked to have representative of the Head Start program present at the next meeting to answer questions. Jim Shreve asked Commissioners to look at the site before making a decision. Commissioners ask that a maintenance man be assign to each site in the after- noons. This could help to alleviate some of the maintenance problems. The low bid of four bids for a pick-up truck was awarded to Lewis Ford Motor Co. at the cost of $7,449 Report on new housing project rentals, at this time 32 have been rented, one unit available at Lewis Plaza and five at Willow Heights. I would appreciate your consideration of this matter and your letting me know your decision at your earliest convenience. I can be reached at my office at 521-3363 at 2100 Green Acres Road,or at my home at 521-1381 at Route 9, box 127, Fayetteville. Our church, The Fayetteville Bible Church, began working with the children at Lewis Plaza aboutthree years ago in a Protestant Christian Interdenominational Program in cooperation with Child Evangelism Fellowship. This program consists of a weekly meeting called the Good News Club. In this meeting we tell bible stories, missionary stories, teach choruses and play games with the child- ren. In our work with the Lewis Plaza children we have modified the program somewhat to meet their unique needs. Our modifications have included trying to have at least one adult for eachfive children present and preferably one for every two with a particu- lar emphasis on having men present at our meeting and to play with the children because we feel that these children have a great need for male role models. •In addition to this we have tried to add some enrichment projects and these have included a trip to McDonald's Playland, a caroling party with supper at our church, a skating party and a swim party at Lake Wedington. Currently we are working on plans to take the children on a train ride. Our work there has been hampered by the fact that we have had no regular place to meet. We have met in vans, trailers, on the ground or whereever else the weather would permit us to meet I have talked with IiUD on several occasions about the possibility of using the community room but because of its state of disrepair and recurrent vandalism by members of the community there they really didn't wish. to try to repair it again. They also indicated that they had no money in their budget for.repair. Mr. Wilson also indicated to me that he was only willing to work for getting this repaired 11 some- body would go in with an ongoing program as there have been several groups that have tried to establish a program at Lewis Plaza and it Mr. David McWethy Page 2 November 1, 1982 has not worked. He did allow us to go in and look at the room and see what kind of shape it was in and if it will be useable for our services if it were cleaned up and some repair work was done. He indicated that the financial responsibility for maintenance was the city's of Fayetteville. He suggested that I talk with you about this. Our pastor, Reverend Virgil Etchison, a carpenter from our church, Les Carroll, and I did look the building over. We made a list of what was needed to make this building useable. I have en- closed this list with the approximate cost of materials. We would be willing to supply the labor if the city could provide the ma- terials for us. I have divided these materials into an essential and nonessential list. In addition to this list there are some cabinet doors missing which we do not feel would need to be re- placed for our purposes but if you want them replaced and are will- ing to provide the materials I could talk with Mr. Carrdli and see if he would be willing to replace those also. The plexiglass win- dows have been cracked but are in place and the room is useable without replacing them. There are two light fixtures which are missing and I feel those exposed wires are hazardous and those are on the list of essential to be replaced. There was not a stove and refrigerator in the room when we checked it and I do not know whether those have ever been available there or not but they are not necessary for our purposes. There is a storage room which is being used by EOA to store paper goods. I believe this room is large enough to store both the chemicals that are currently in the main room and the paper goods if we could be given permission to organize this and move the chemicals in there. The lock is broken on that door and the door is torn so that the lock could not be replaced without replacing the door. Our suggestion on this would simply be to put a hasp and padlock on it but if it is your wish to replace the door and the lock we will be glad to do that. Specifically our plans for fixing this room up would be to replace some of the sheet rock that has been broken, patch the smaller holes and dents in it, and paint the room. We also would need to replace one light receptacle cover and one switch cover as well as the two previously mentioned light fixtures. The light covers would be nice but they are not essential. Once the room was repaired there is a major clean up job to bedoneand members from our church would be willing to pitch in and help do this as well as involving the youth, children, and parents of the Lewis Plaza community in doing this. Our feeling is that if the people there are involved in cleaning this up and helping repair it they will be less likely to destroy it and will be more likely to take pride in it. As far as the vandalism problem is concerned, I do not think it will be a problem while we are there. .When we first went to Lewis Plaza these child- ren were entertaining themselves by throwing rocks at one another and smashing kittens brains out against the brick walls. There has been no problem with rock throwing since our first visit there and these children have behaved well on the outings that we have taken them on. On our caroling party we had them in our church for supper and had no problem with vandalism. I transported them to and from Lake Wedington in our van and they did a lot better job of taking • Mr. David McWethy Page 3 November 1, 1982 care of it than the junior and senior highers from a larger afflu- ent church in our area. In summing this up we were asking if you would be willing to provide a part or all of the materials needed _ to get this room into useable condition and allow us to use it for our Good News Club. We will be glad to provide labor and 'will pick up the material if you will defray the expense. We appreciate your consideration of this matter and appreciate any help you can give us. All Maintenance work performed from prenumbered work orders. 2. Requests from tenants are taken in office or by phone. No requests are taken by maintenance personel. Office staff gathers as much information as possible when taking a request as to the exact nature of the problem. The more detail obtained when writing up the work order makes it easier for the maintenance staff to know what tools & materials are needed. 3. Work orders are written up in duplicate. The white orginal is picked up by the maintenance staff. The yellow copy remains in the office. 4. After Completion of the work order the following distribution is made: (a) White orginal returned to office with explanation of the repair along with the labor & material charges computed ( this is done only when there are to be charges put on tenant's account) (b) Copies are made of completed work order & distributed as' follows: (1) Copy to tenant file (2) Copy to tenant if repairs are to be charged to tenant. (3) Copy to Unit files which are kept in Maintenance Dept. (A file is et up for each unit so as to keep up with everything that has been done to that unit) (4) Orginal completed White copy is matched up with yellow copy and filed in Office by numbers. At any one time the unfiled yellow copies in office or the unfiled white copies in maintenance department will indicate how many work orders have not been completed. PRIORITY OF WORK ORDERS 1. Emergency Repairs (major water leaks, heating units, water heaters, gas leaks ect..) 2. Repair of Vacant units. 3. Preventative maintenance. 4. Non -Emergency repairs (within at least 3 working days after received) WORK ORDER ASSIGNMENTS Work orders assignments are assigned by the Maintenance foremam with grouping to a site as much as possible. The nature of the repair dictates if more than one person is needed to make the repair. INSPECTIONS 1. Move in inspection performed by office staff within few days after tenant is moved in. Tenant is present and move in inspection form gone over by staff & tenant as to the exact condition of unit and 41°2. form signed by tenant. If repair is needed -staff writes up work order. 2. Move out inspection performed by office staff and foreman. Move out inspection form filled out by office staff andwork order written up by maintenance foreman. Each unit will hate a annual inspection.and are scheduled so as the tenant knows a ,Pelt: days: ahead of time. and will lie present when inspection is made. The inspection form is gone:over with:the tenant and any repairs are t ritten up by' of fi`,ce. staf, - f there is any' housekeeping problems tt ey:• are dis>cus<sed at this time also. Pest control is performed by maintenance staff monthly in the family units and semi-monthly in the Hi Rise. During these visits by the maintenance staff, there is noted any poor housekeeping, pets, unusual situations ect... and reported back to office. . AFTER HOURS CALLS 1. After hours calls are answered by the night watchmen: If it is from a family unit, he has a list of numbers to call starting with the Maintenance foreman down thru the office personel. The foreman decides whether it is a request that can wait till next working day or whether it needs immediate attention and acts accordingly.
