HomeMy WebLinkAbout1982-07-21 - Minutes - Archive• • MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY • OF THE CITY OF FAYETTEVILLE, ARKANSAS • • The Housing Authority of the city of Fayetteville, Arkansas met in Regular session at 8:30 a.m., July 21, 1982, in the office of the Authority, #1 North School, Fayetteville, AR.. The following were present: Robert Windham, Sherman Morgan, and Jim Shreve. Commissioners Absent: Judy Endress, and Lloyd Seaton. Others Present: Bromo Wilson, Pat Donat, Elizabeth Reagan, Paul Noland, and B etty Jordan. There being a quorum present, the following business was t ransacted: The Minutes - June 16, 1982. Moved by Mr. Windham, seconded by Mr. Morgan, and carried. The June Financial Statement. Moved by Mr. Morgan, seconded by Mr. Windham, and carried. D iscussion - New Housing 1. In reference to the incomming letter dated July 14, 1982, from Elizabeth Reagan, concerning her private road. The Board stated, that the contractor would do all they could in restoring Mrs. Reagan's road, once the project was completed. 2. Incomming letter from the city of Fayetteville, dated June 25, 1982. In regard to the city taking over the streets for the New Housing, as city streets. Refere back to the letter for details of why the city did not want to accept the streets as city streets, there were several reasons why the city did not want to accept the streets. Mr. Wilson, will pursue this letter further. • • 3. GROUP HEALTH PLAN WHEREAS, HUD regulations specify that the local Housing Authority or Urban Renewal Authority (Hereinafter referred to as Authority) shall adopt and comply with a statement of personnel policies comparable with pertinent local public and private practices; and, WHEREAS, this Authority has made a survey of local public and private practices regarding medical and hospitalization plans available to local Authorities; and, WHEREAS, said survey shows that the provisions of medical and hospital- ization insurance coverage for the employees of this Authority, would be similar coverage with similar employer cost as carried by other local public and private industries and agencies, or that the total compensation, meaning the total cost to this Authority for salaries and wages, annual and sick leave, retirement and insurance coverage, hospitalization and medical expense coverage and other fringe benefits would not exceed that of other local public and private industries and agencies for positions of comparable responsibility and required com- petence; and, WHEREAS, the Southwest Regional Council of N.A.H.R.O./has entered into a contract with Life of the Southwest for the provision of medical and hospital insurance which is available to all Housing Authorities and Urban Renewal Agencies and Authorities. NOW,:THEREFORE, BE IT RESOLVED BY THE FAYETTEVILLE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS , as follows: Section 1. That the medical and hospital Group Health Plan of the Southwest Regional Council of N.A.H.R.O. is most advan- t ageous to this Authority and to its employees, and t hat said plan should be accepted subject to approval of HUD. S ection 2. That this Authority will pay premium if the employee only t he total cost if the family will pay any and all premium by the Authority. 100 % of the total enrolls and. 50 % of is covered. The employee over and above that paid S ection 3. That the premium cost of the policy shall be the amount specified by the Southwest Regional Council of N.A.H.R.O. and its Insurance Carrier. S ection 4. That this Authority will enroll not less than 75% if its e ligible employees in the N.A.H.R.O. - Group Health Plan and that this Authority will comply with the provisions o f HUD regulations (RHA 7401.5, ch. 6, for LHA's) (URA Handbook Sec. 7217.2, ch. 6, for URA's).
