MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the city of Fayetteville, Arkansas
met in Regular session at 8:30 a.m., March 17, 1982, in
t he office of the Authority, Al North School, Fayetteville,
Arkansas.
The following were Present:
Robert Windham, Sherman.Morgan, and Judy Endress
Commissioners Absent:
Jim Shreve, and Lloyd Seaton
Others Present:
Bromo Wilson, Coretta Edwards, Pat Donat, and Betty Jordan
There being a quorum present, the following business was
t ransacted:
The Minutes of February 17, 1982.
Moved by Mr. Windham, seconded by Mr. Morgan, and carried.
The Minutes of March 4, 1982, Special Meeting.
Moved by Mr. Windham, seconded by Mr. Morgan, and carried.
The February Financial Statement.
Moved by Mr. Windham, seconded by Mr. Morgan, and carried.
Other Business:
1. Rough Draft Advertisement,- Executive Director
Mr. Wilson, stated that he had checked with the HUD office
and they had no certain rules or regulations, for advertise-
ment. There were two things that the HUD office require to
be in the advertisement they were: R a Vei
(1) that the applicant have a Managers Certificate, and,"r04"
(2) that the end of the ad would read - An Equal OpporO
tunity Employer.
Mr. Wilson, stated that the ad should start one week from
t odays date and that it could run for a period of two weeks,
t his would give the Board about one week to set up interviews.
Mr. Windham, suggested running the ad in the following
papers: Tulsa World, Arkansas Gazette, and Northwest Ark.
Times.
Mrs,. Endress, stated to run the ad in Sunday, and Wednesday
papers for a period of two weeks. The dates that the Board
decided on were: March 24, March 28, March 31, and April 4, 1982.
A copy of the advertisement will be filed with these minutes.

Mrs. Endress, stated to the Board, in reference to
Betty Jordan, cleaning dirty apartments: (Is there a con-
flict of interest for a employee to clean apartments?) The
Board will wait until all Board members are present for this
discussion.
Mr. Wilson, stated to the Board, that he was not very
satisfied with the cleaning in the office, he suggested paying
t he nightwatchman more on their present pay, and getting them
t o do some of the janitorial service. Mrs. Endress would like
t o table this until the others are present.
Mrs. Endress, stated to Mr. Wilson, to draw up a plan, as
t o what he wants, and how he would like it, and present it to
t he Board at the next regular meeting, along with job descriptions
on all employees of the Fayetteville Housing Authority, and the
o rganizational chart.

Mrs. Edwards, stated to the Board that Glen Watson, was be-
hind in her rent, and that she is presently in the process for
eviction. The court date set for Glen, March 18, 1982. Mrs.
Edwards also stated to the Board, that at the time of Glen's re-
e xam, Mr. Kumpe, had written across her file, Not To Evaluate her
at this time, and she was without income, for a certain period of
t ime.
Mrs. Endress, stated that the FHA will need to figure out how
much Glen owes on back rent, and give her a certain date, and time
t o pay it in full. If Glen does -not pay her rent this office
would proceed with the eviction.

Mrs. Edwards, stated to the Board, that Kenneth Mahone was
very far behind in his rent, and that the only time Kenneth had
paid on his rent was when the FHA had paid him for trash pick up.
Mrs. Edwards, will figure out how far Kenneth is behind and
g ive him a certain date topayr.ht in full. Meeting adjourned.'
