OF THE CITY OF FAYETTEVILLE, ARKANSAS.
The Housing Authority of the city of Fayetteville, Arkansas
met in Regular session at 8:30 a.m., January 20, 1982, in
the office of the Authority, #1 North School, Fayetteville,
Arkansas.
The following were present:
Lloyd Seaton, Jim Shreve, Robert Windham, and Judy Endress.
Commissioners Absent:
S herman Morgan.
O thers Present:
Chad Kumpe, Bromo Wilson, Pat Donat, and Betty Jordan.
There being a quorum present, the following business was
transacted:
The Minutes of December 16, 1981.
Moved by Mr. Seaton, seconded by Mr. Shreve, and carried.
The December Financial Statement.
Moved by Mr. Shreve, seconded by Mr. Seaton, and carried.
Next on the agenda, was the election of officers for 1982.
Mr. Shreve, Vice Chairman, was nominated to be Chairman
by Mr.. Seaton, seconded by Mrs. Endress. There being no
o ther nominees, Mr. Shreve was voted Chairman by acclamation.
Mr. Seaton, was nominated to be. Vice Chairman by Mr. Windham,
seconded by Mrs. Endress. There being no other nominees,
Mr. Seaton was voted Vice Chairman by acclamation.
Lincoln Farm Home Project. A six month moratorium has been
placed on Farm Home Administration Projects. The FHA will
consider the application providing site control is obtained.
E fforts will be made by, the cooperatingagencies to get community
involvement in optioning a site for the project to include
(12) one -bedroom units, and (6) three-bedroom units.
The Board authorized up to $500.00 as the authorities share for
any necessary expenses to complete this project. The Board
f elt this money would be something like a match for money
budgeted by the RDA or Lincoln Civic groups.

Mr. Seaton, asked the question.
Does the FHA have a new employee? Mr. Kumpe, stated yes,
we have had a new employee for about three months, and his
Title is, Counselor & Inspector.
Mr. Kumpe, stated to the Commissioners that he was part-time,
and had been here scince September, 1981. Mr. Kumpe, also
stated he was making about $100.00 per pay period.
Mr. Seaton asked the question.
Was the Section 8 Vehicle being used for personal use and,
after regular working hours? Mr. Kumpe, stated yes, because
the counselor was counseling tenants after hours, mainly the
tenants who work everyday. Mr. Kumpe, also stated that some-
t imes he would use the Section 8 car.
Mrs. Endress, stated to the Board, she would like to get a flow
chart from Mr. Kumpe, on his employee's; Mrs. Endress, also
stated to the Board, she would like to review the counselor_
in his counseling the tenants, and also talk to some of the
t enants about their counseling.
Mr. Seaton, and Mrs. Endress, stated to the Board, that they
would like to see the Section 8 car used for Section 8 use
o nly, because this car was purchased with Section 8 money.

RESOLUTION N0. 151
RESOLUTION APPROVING TRANSFER OF OWNERSHIP OF
WIND - POWERED ELECTRICAL GENERATOR
WHEREAS, the Department Of Engery made available to the
Fayetteville Housing Authority funds to purchase & erect a wind -
powered electrical generator in October, 1979 and
WHEREAS, the University Of Arkansas College Of Engineering
w ishes to obtain ownership and assume responsibility for the wind -
powered generator now located on the Hillcrest Towers building of
the Fayetteville Housing Authority, and
NOW THEREFORE, be it resolved by the Board Of Commissioners
o f the Fayetteville Housing Authority that the ownership and trans-
f er of the wind -powered electrical generator to the University Of
Arkansas be approved.
