MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authorityof the city of Fayetteville, Arkansas
met in Regular session at 8:30 a.m., December 16, 1981, in
the office of the Authority, #1 North School, Fayetteville,
Arkansas.
The following were present:
Lloyd Seaton, Sherman Morgan, Robert Windham, and
J im Shreve
Commissioners Absent:
Judy Endress
O thers Present:
Chad Kumpe, Bromo Wilson, Pat Donate Ralph Nesson,
and Betty Jordan
There being a quorum present, the following business was
transacted:
The Minutes of November 18, 1981.
Approval by Mr. Seaton, seconded by Mr. Morgan, and carried.
The November Financial Statement.
Approval by Mr, Seaton, seconded by Mr. Morgan, and carried.
E lection of Commissioners.
There were four applications presented:
Judy Endress, Ralph Wesson, Tom Bowen, and Joseph W. Wilson.
The Board of Commissioners, selected Judy Endress, to
replace herself, for another five year term. Due to her
present occupation, as well as, her past experience with
SCAN, the Board felt that Mrs. Endress, was most qualified
o f the four applicants.
Construction Briefing.
Mr. Kumpe, invited the Commissioners to go to the New Site,
and take a tour to see how things have progressed, since
ground breaking..
Other Business:
The utility allowance, in regards to the Rental Assistant
Program. Mr. Kumpe, reported that after going to the meeting
in Waco, TX., the Texas Housing Authories, were insuring, that
u tility checks were used in the proper manner, by making the
checks payable to the Tenant, and Utility.
Mr. Shreve, felt that this was a good procedure.
The Commissioners, directed us that this procedure be
adopted in Washington County, Meeting adjourned.

Dear Mr. Kumpe.
Enclosed is a statement from the University of Arkansas
indicating its interest in obtaining ownership and assuming
responsibility for the wind-poweredelectrical generator now
located in the Hillcrest Towers Building. The University,
in particular the College of Engineering, will upon receiving
ownership of the wind -powered electrical generator provide
the funds required and collect and -analyze operating data on -
the unit as stated.
If the enclosed is acceptable to you, I would appreciate
your communicating that approval, and I will inform the
College of Engineering to proceed with dismantling and
relocating the unit.
We appreciate the assistance and the Fayetteville Housing
Authority, and if additional information is required,• please
contact me directly.

Dear Mr. Kumpe:
The Uniiversity of Arkansas (U of A) wishes to obtain ownership and assume
responsibility for the Wind -Powered Electrical Generator now located on
the Hillcrest Towers Building and owned by the Fayetteville Housing Authority
(FHA). Hie conditions for the transfer are.
• 1) The unit will be removed from its present location and erected at the
Engineering Experiment Station on Cato Springs Road. The generator will
be located on a tower approximately forty feet above ground level. It
is estimated that it will require three to six weeks to move the unit
and start operation.
2) The U of A will connect and operate the generator at the Engineering
• Experiment Station. The U of A will collect and analyze operating data
on the unit. The U of A will assume the remaining responsibility for the
Appropriate Technology Grant awarded to the FHA and will analyze the
operating data and publish a final report approximately six months after
the system is operational at the Engineering Experiment Station.
3) The U of A and FHA will share the cost of disassembly and moving the
unit to the Engineering Experiment Station. FHA will provide the amount
remaining in the grant funds (approximately $400) and the U of A will pay
the additional amount required (estimated at $300).
4) The U of A will pay all expenses (approximately $500) to erect and
connect the unit at the Engineering Experiment Station.
5) FHA will provide the U of A with the financial records of the project.
The U of A will maintain these records and include them with the final
report to DOE.

• 6) The U of A will assume responsibility for the unit. After the unit is
physically moved from Hillcrest Towers to the Engineering Experiment
Station, FHA's responsibility is terminated.
The University appreciates the.assistance of the Fayetteville Housing
Authority in this project. The wind -powered generator will be a valuable
addition to our. research and education programs.
