HomeMy WebLinkAbout1981-06-17 - Minutes - Archive• • MINUTES OF REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS The Housing Authority of the city of Fayetteville, Arkansas met in Regular session at 8:30 a.m., Wednesday, June 17, 1981 in the office os the Authority, #1 North School, Fayetteville Arkansas. Upon Roll Call, the following were present: Commissioners Present: Mr. Seaton, Mr. Shreve, and Mr. Windham Commissioners Absent: Mrs. Endress, and Mr. Morgan Others Present: Mr. Kumpe, Mr. Wilson, Mr. Giles, Mr. Hailey, Mrs. Donat and Betty Jordan There being a quorum present, the following business was transacted: The minutes of the regular May 28, 1981 meeting were approved. Motion by Mr. Seaton, Mr. Shreve seconded it, and motion carried unanimously. The May Financial Statement was approved. Motion by Mr. Shreve, Mr. Seaton seconded it, and motion carried unanimously. RESOLUTION # 342, APPROVING UP -DATED UTILITY ALLOWANCE FOR PROJECT ARK. 97-1, LOW RISE; Motion by Mr. Shreve, Mr. Seaton seconded it, and motion carried unanimously. RESOLUTION # 343, APPROVING SUBMISSION OF REVISED BUDGET #3 FOR PROJECT ARK. 97-1; Motion by Mr. Shreve, Mr. Seaton seconded it, and motion carried unanimously. Attorney Report: Mr. Giles reported to Commissioners, question Commissioners would like legal answer to, Can we discriminate to landlords, where housing is not open to General Public? Consensus, of the Board of Commissioners: We will not subsidize landlords without an open housing policy., Report on New Housing: Mr. Hailey, gave up -date information on New Housing in detail; 1. We have received the approval to start working drawings. 2. We will receive bids around the first half of September. 3. We have no control over what time HUD will give on documents. 4. The grounds can be broken sometime in October. 5. Concept that Hailey -Powers Architects have selected are those of the South Facing. 6. Over all site plan as well as floor plan for units is available for inspection at Architects office, all Commissioners and other interest should go by for inspection. After further discussion, the meeting was adjourned. WHEREAS, the Department of HUD has required that the Utility Allowances for Project ARK 97-1 be up -dated in accordance with the Federal Register, Paragraph 865.482 of 24 CFR; NOW THEREFORE, be it resolved by the board of Commissioners of the Fayetteville Housing Authority of the City of Fayetteville that the following utility allowance be adopted and shall become effective immediately. RESOLVED, in addition, pursusant to Section 890,115 of the f inal rule, effective October 1, 1976, the PHA mentioned herein is in compliance with Section 207 (A) of the Annual Contributions Contract which states in part, that the PHA is reexamining the:.incomes of families living in the project at least once a year. NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Fayetteville Housing Authority adopt the proposed budget as attached and submit to HUD for approval. a/i4 PASSED AND APPROVED THIS , 1981.
