OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the city of Fayetteville, Arkansas
met in regular session at 8:30 a.m., Wednesday, February 18,
1981 in the office of the Authority, #1 North School, Fayetteville,
Arkansas.
Upon Roll Call, the following were present:
Cqu}Fings±Qnerg= gres.ent; Mrs. Endress,. Mr. Morgan, Mr. Seaton,
and Mr. Shreve.

Others Present; Chad Kumpe, Bromo Wilson, Pat Donat,
and -Betty Jordan
Ther being -a quorm present,'.the following business was
tranaact.ed;
Th_e Minutes of. the January 21, 1981 Regular meeting were approved
b" motion of.Mr. Morgan, Mr. Sea -ton seconded the motion and
motion carried unanimously.
Tha.Minutes of the February, 2, 1981 Special meeting were approved
by mot3_on of Mr. Seaton, Mr. Morgan seconded the motion and
motion carried unanimously.
The January,Financial statement were approved by motion of Mr.
.ges,tgn, Mr. Morgan seconded the zgoti'on and motion carried un-

MT. Seaton moved that the nomination for Mr. Windham remain Chairman,
and that nominations cease. Mr. Morgan seconded the. motion, and
motion carried unanimously.
Mr. Seaton moved that the nomination for Mr. Shreve remain Vice -
Chairman, and that the nomination cease. Mrs. Endress seconded
the motion,.and the motion carried unanimously.

ijea:olution Authorizing Submission of the City of Fayetteville
housing Authority Revised Budget No I for Ark 97-1 for period
ending -September 30, 1981. to HUD was approved by motion of Mr.
Seaton, Mr. Shreve seconded the motion, and motion carried un-
animously.
The Resolution. Modifying Personnel Policy as to Travel allowance
defferred to next meeting.
Mr. Kunpe!s actual travel expense to Wahsington D.C. was approved
b.y,moti,on of MT. Seaton, Mrs. Endress seconded the motion, and
motion carried unanimously.

RESOLUTION•NO. 33 7
RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF FAYETTEVILLE
HOUSING AUTHORITY REVISED BUDGET NO 1 FOR ARK 97-1
FOR PERIOD ENDING SEPTEMBER 30, 1981 TO HUD
RESOLVED, that the proposed expenditures referred to in
t he revised budget No r1 for the Fayetteville Housing Authority ending
S eptember 30, 1981, are necessary inthe efficient and economcial
operation of the housing for the purpose of serving low income
families; and,
RESOLVED, that the financial plan is reasonable in that
it indicates a source of funding adequate to cover all proposed
expenditures; and,
RESOLVED, that all proposed changes and expenditures will
be consistent with provisions of law and the Annual Contributions
Contract;
RESOLVED, that the Board of Commissioners adopts the
f ollowing certificate:
"Pursuant to the rent schedule approved by HUD, the
Housing Authority of the City of Fayetteville certifies
that it is in compliance with the provisions of section
860.407 of part 860, Subpar. D of the Interim Rule Published
September 26, 1975, in that the aggregate annual gross rent
o f families residing in the dwelling units for the fiscal
year beginning October 1, will not be less than an amount
e qual to one-fifth of the sum of the "Family Income", as
defined in 24CFR 860.403 (f), of all such families".
RESOLVED, in addition, pursuant to Section 890,115 of the
f inal rule, effective October 1, 1976, the PHA mentioned herein is
in compliance with Section 207(A) of the Annual Contributions Contract
which states in part, that the PHA is reexamining the incomes of
families living in the project at least once a year.
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of
the Fayetteville Housing Authority adopt the proposed budget
as attached and submit to HUD for approval.
