OF THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas
met in Special Session at 8:30 a.m., Thursday, September 25, 1980
in the office of the Authority, #1 North School, Fayetteville,
Arkansas.
Upon Roll Call, the following were present:
Commissioners Present: Endress, Morgan, Shreve
Commissioners Absent: Seaton, Windham

There being a quorum present, the following business was transacted:
The Minutes of the August 20, 1980 Regular Meeting were approved
by motion of Mr. Morgan, seconded by Mrs. Endress, and carried
unanimously.
The August Financial Statement was approved by motion of Mr. Morgan,
seconded by Mrs. Endress, and carried unanimously.
RESOLUTION NO. 328
RESOLUTION TO CHARGE OFF DELINQUENT RENTS
Resolution No. 328 was passed and approved by motion of Mr. Morgan,
seconded by Mrs. Endress, and carried unanimously.
RESOLUTION N0. 329
RESOLUTION APPROVING TRAVEL TO ARKANSAS CHAPTER NAHRO
ANNUAL FALL MEETING, OCTOBER 21-24, 1980, AT DEGRAY LODGE,
ARKADELPHIA, ARKANSAS
After discussion, Resolution No. 329 was passed and approved by
motion of Mr. Morgan, seconded by Mrs. Endress, and carried unanimously.
RESOLUTION NO. 330
RESOLUTION AUTHORIZING AMENDMENT NO. 3
After discussion, Resolution No. 330 was passed and approved by
motion of Mr. Morgan, seconded by Mrs. Endress, and carried unanimously.
The HUD Engineering Report and Section 8 Audit Report were postponed
for discussion til the next Regular Meeting.
RESOLUTION NO. 331
RESOLUTION TO REMOVE CERTAIN PROPERTY FROM
PROPERTY LEDGER OF SECTION 8 HOUSING PROGRAM
After discussion, Resoultion No. 331 was passed and approved by
motion of Mr. Morgan, seconded by Mrs. Endress, and carried unanimously.
D iscussion of the Co Signature for Rental Assistance Program checks
was postponed til next Regular Meeting.
Chad acknowledged that the Fayetteville Housing Authority has been
given a four month extension on its Conventional Housing Project._,/�

Powers Architects have already started looking for sites and will try
t o present some ideas at the next Regular Meeting.
Chad mentioned that the Regular Meeting for October would not be able
t o be scheduled for the third Wednesday since this is the week of the
HUD Annual Fall Meeting in Arkadelphia, Arkansas. Mrs. Endress suggested
t hat the meeting be held at night around 7:30 p.m. so that the Chairman,
Mr. Windham, would be able to attend. It was agreed that the meeting
would be held on the 7th or 8th of October, according to what the other
Commissioners agreed upon.
After further discussion, the meeting was adjourned.

RESOLUTION NO. 328'
RESOLUTION TO CHARGE OFF DELINQUENT RENTS
A Resolution of the Board of Commissioners of the Housing
Authority of Fayetteville, ARkansas authorizing the charge off of
delinquent rents of certain former tenants in the ARK 97-1 Project
for period of October 1, 1979 to September 30, 1980.
WHEREAS, in accordance with the Accounting Handbook RHM 7510.0,
Chapter 3, Section 13, certain past due accounts in the ARK 97-1
Low Rent Housing Project are considered uncollectable and all means
of collections have been exhausted, and there is no resonable prospect
of collection of such delinquent rents and that the probable cost of
further efforts to collect said rents would not be warranted;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, THAT:
The rents in the amounts designated, due from the former
tenants listed on -the attached sheet are hereby authorized
to be charged off.

RESOLUTION NO. 329
RESOLUTION APPROVING TRAVEL TO ARKANSAS CHAPTER NAHRO
ANNUAL'FALLMEETING, OCTOBER 21-24, 1980,
AT DEGRAY LODGE, ARKADELPHIA, ARKANSAS
WHEREAS, the Annual Fall Meeting of Arkansas Chapter, NAHRO, will be
held at DeGray Lodge in Arkadelphia, October 21-24, 1980; and,
WHEREAS, there will be programs including discussions concerning
Public Housing, Community Development, Section 8 Housing, and
Arkansas Chapter business; and,
WHEREAS, members of the staff of the Little Rock Area Office of HUD
will take part in panel discussions to answer questions and
discuss problems;
NOW, TNE$ERORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING
fADTH.ORUY.OF THE CITY -`OF FAYETTEVILLE, that travel expenses
for personnel designated by the Executive Director be paid
to this meeting in accordance with the Agency's travel policy.

RESOLUTION NO. 330
RESOLUTION AUTHORIZING AMENDMENT NO. 3
"RESOLVED, that the Housing Authority of the City of Fayetteville, Arkansas
Employees Retirement Plan be amended in the manner set out in Amendment No.
3 to the said plan, a copy of which is attached hereto and made a part of this
resolution.
"RESOLVED, FURTHER, that the Executive Director of this Agency be authorized
in its behalf to execute Amendment No. 3 to the Housing Authority of the City of
Fayetteville, Arkansas Employees Retirement Plan, a copy of which is attached
hereto, together with any and all other instruments of any kind or character
and to take such further action as may be necessary to so amend said plan effec-
tive as of August 1, 1980.

AMENDMENT NO. 3
TO THE
HOUSING AUTHORITY OF THE CITY OF FAYETTEVILLE, ARKANSAS
EMPLOYEES RETIREMENT PLAN
WHEREAS, the Housing Authority of the City of Fayetteville, Arkansas desires in
conformity with the resolution of its Commissioners to amend the trust agreement
evidencing the Housing Authority of the City of Fayetteville, Arkansas Employees
Retirement Plan to the extent and in the manner hereinafter set out, and
Whereas, benefits under the Housing Authority of the City of Fayetteville,
Arkansas Employees Retirement Plan have heretofore been provided by Insurance
Income and Retirement Annuity Coverage issued by Southwestern Life Insurance
Company, and
Whereas, the coverage previously purchased under the Plan is to be surrendered
and the values upon surrender, as determined by Southwestern Life Insurance
Company, are to be transferred to a Group Annuity Purchase Account Contract
issued by Southwestern Life Insurance Company.
NOW, THEREFORE, for and in consideration of the premises, the said Housing
Authority of the City of Fayetteville, Arkansas acting herein through its
Executive Director duly authorized and pursuant to the authority conferred
upon him by the aforesaid resolution does hereby amend the trust agreement
evidencing the Housing Authority of the City of Fayetteville, Arkansas
Employees Retirement Plan in its entirety to read as set out in the following
pages.

RESOLUTION NO. 331
RESOLUTION TO REMOVE CERTAIN PROPERTY FROM
PROPERTY LEDGER OF SECTION 8 HOUSING PROGRAM
WHEREAS, the Housing Authority did accept assignment of the Master
Annual Contribution Contract FW -7119 of the Section 8 Housing
Assistance for Existing Housing on July 27, 1980 and;
WHEREAS, when the Section 8 Housing Program was transferred to the
Housing Authority from the City and;
WHEREAS, certain non -expendable equipment was not transferred but
was included in the Property Ledger Accounts and;
WHEREAS, the Housing Authority has no control over these certain
items and;
WHEREAS, HUD had a Section 8 Review July 23, 1980 and it was suggested
that these certain items should be removed from Housing Authority
Property Ledger;
THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE FAYETTEVILLE
HOUSING AUTHORITY that the following property items be removed
from the Property Ledger:

2. 1 Exec'. Chair #3.012
3. 4 Arm Chairs #2747, #2751, #2752,
4. 25 yards Carpet
5. 8 Sheets 8' X 4' Weavelite
